The Study On The Internal Governance Structure Of Beijing Normal University-HongKong Baptist University United International College

The fourth plenary session of the 19th central committee of the communist party of China pointed out that we should uphold and improve the system of socialism with Chinese characteristics and modernize the country’s governance system and capacity.In the new era of comprehensively deepening reform in China,it is increasingly important for colleges and universities to establish a modern university system and continuously improve the internal governance structure.Sino-overseas cooperation in running schools is an indispensable part of China’s higher education and has cultivated a group of talents with international vision for China’s economic construction and social development.There are many academic studies on the governance structure of general colleges and universities,but few scholars pay attention to the internal governance structure of chinese-overseas cooperatively-run colleges.Beijing Normal University-Hong Kong Baptist University United International College(UIC),as a unique independent legal entity for chinese-overseas cooperativy-run schools,is the first "chinese-hong kong cooperativy-run schools" university and the first liberal arts university in China.Since its establishment 15 years ago,the quality of graduates has continued to rise,which is closely related to the internal governance structure of the school.This paper studies the internal governance structure of UIC in a sparrow-like way,hoping to give some enlightenment to improve the internal governance structure of other universities in the mainland.This study mainly uses the method of literature research and in-depth interview to analyze the current situation of UIC internal governance structure from the perspectives of school philosophy and objectives,school internal organizational structure,governance relationship and decision-making process of major affairs,and evaluates the effectiveness and deficiencies of UIC internal governance structure based on the theory of good governance.Results show that the internal governance structure results in UIC governance purposes-focus on the role of "good governance",the governance body-the emphasis on the role of "good governance",governance-play a role of "good governance",the governance effect-general form four aspects of "good governance",its shortcoming embodies in the organization setting is still not perfect,the imperfection of the articles of association of the university,information public degree of insufficient transparency and internal supervision mechanism four aspects.Combined with the shortcomings of the internal governance structure of UIC,this paper proposes to improve the internal governance structure of UIC by reasonably setting up the organizational structure,improving the university constitution,accelerating the establishment of the information disclosure system,and improving the internal supervision mechanism.At the same time,it also puts forward the reference of UIC internal governance.Finally,the evaluation of the internal governance structure of UIC is combined with the theory of good governance,and Suggestions are put forward to improve the internal governance structure of other mainland universities from four aspects: comprehensive teacher research,emphasizing the decentralization and cooperation of power within the university,constructing the system with the university constitution as the core and improving the upper law.
