In recent years, performance evaluation in Higher Education is one of hot spotswhich researchers focus on at home and abroad. Generally speaking, educationalresource is always inadequate.We need to explore continuously how to utilize thelimited resource so as it can make the greatest output. While higher schoolsare aiming for public welfare,we should ensure the educational quality as well asoptimize the effectiveness of resources allocation,which has made a lot of trouble tocollege administrators.Colleges in Yunnan, which is a part of ones in China, also face the sameobstacles.We need to explore a road to improve them for that the development of HEis relatively weak, coupled with regional economic development,industrial structure,geographical location and so on. The idea that connotation development drives theextension progress is one of explored solutions. Based on the thinking of promotingthe connotation in college development, we discuss the internal performanceevaluation method and analyze the internal performance of normal universities inYunnan Province.There are mainly14normal universities, which account for a large proportion ofall colleges in Yunnan Province. In the paper, we chooses14normal colleges as theempirical research objects and dissects internal performance, to explore the existingproblems and seek for solutions.There are many research methods, such as research literature, comparative studiesand empirical research in this article. It mainly solve as following aspects, clarifyingthe theory, including the definition, the related theoretical basis and application, thenmaking the empirical research by using the DEA as research tool, including selectingthe performance evaluation index, establishing the C2R model and determining thefoundation of correlation analysis, finally having a discussion on the evaluationresults and putting forward corresponding suggestions.The reseach results show that only three universities are effective. To some extent,the remaining11evaluated are invalid in pure technology or scale level. There are some shortcomings existed in resource allocation. In view of the ineffective unit byDEA,the author gives the reference value which can be adjusted effectively. What’smore, the writer puts forwards some suggestions to enhance internal performance ofnormal colleges and universities in Yunnan province, such as paying attention toevaluation in thought, improving the internal performance evaluation system and theefficiency of resource utilization and so on.
