Both public education and private education are important components of China's educational undertakings.The national statistical bulletin on the development of educational undertakings shows that in recent years,the number of private schools in China has increased,while the number of public schools has declined.In some areas,such as S City,the phenomenon of unbalanced development of civic schools has emerged.The state has also issued a series of documents on the issue of public-private education,pointed out that we should promote the balanced development of public-private education,and the state has also accelerated the construction of educational informatization.At present,the database of Educational Management Information System(EMIS)has been basically formed,and a basic database including relevant data of national institutions,students,teachers and school buildings has been built.It covers all stages of education,including pre-school,primary and secondary schools,secondary vocational schools and higher education.It is of great significance to study the differences in the development of public-private education for promoting the balanced and coordinated development of education.However,there is little research on the analysis of the differences in the development of public-private schools by using the data of educational management information system,and the existing evaluation indicators of school development are relatively single,ignoring the potential value of dynamic indicators to the evaluation results.This research aims at putting forward concrete measures and suggestions to promote the coordinated development of public-private education,taking the difference of the development of public-private education schools as the standpoint,constructing an index system suitable for the investigation of domestic public-private education schools,and forming a specific questionnaire.On the basis of in-depth investigation and summary of the actual situation of the development of public-private education schools,this paper captures the differences and influencing factors of the development of public-private education schools,explores the outstanding problems that restrict the coordinated development of public-private education schools,and puts forward corresponding suggestions.The research results of this study mainly include the following three aspects:First,constructing the evaluation index system of the development of public-private schools.Through the analysis of domestic and foreign literature and the investigation of relevant domestic policies,this paper initially forms an index system,and uses Delphi method to determine the evaluation index system of the development of public-private schools.the weight of each index is calculated by analytic hierarchy process.Second,combining the data of Educational Management Information System with the index system to analyze the present situation of public-private schools in S city,not only the data are accurate and real-time,but also the causes of the differences are analyzed in depth according to the relevant statistical data.The specific factors affecting the development of public-private schools can be sorted out and the prominent problems in the development process of public-private schools in S city can be found.Third,various data analysis methods are used to calculate the differences of various indicators of S city's civic-run schools,such as t-test,Gini coefficient.On the basis of data analysis,this paper puts forward pertinent expert suggestions to promote the coordinated development of civic-run education schools and provide reference for the formulation of relevant policies and measures.Although this paper has constructed the evaluation index system of the development of public-private schools and analyzed it by using the data of educational management information system,there are still some shortcomings,which need to be improved and perfected continuously.On the one hand,it is necessary to further improve and update the indicator system and add some dynamic indicators to better assess school development;on the other hand,it is necessary to supplement the questionnaire data.Due to the limited time,there has not been a questionnaire survey in various schools,resulting in the missing of some indicators data.In addition,it is hoped that the data of educational management information system can be further improved to provide a guarantee for better data value mining.
