With the continuous promotion of China's urbanization process,a large number of rural population flooded into the city.In 2018,the total number of rural migrant workers in China has reached 288 million, and the large-scale labor migration has become a hot topic of society. However, along with the labor mobility,a series of social problems have followed, especially children's education of rural migrant families attracting more and more scholars' attention.Education is an important way to accumulate human capital. The development of higher education is not only related to whether the micro-individual family can get rid of the fate of poverty, but also the overall development of China's future society. With the popularization stage of China's higher education, the imbalance of urban and rural higher education has been becoming more and more serious, and the gap of urban and rural enrollment proportion is enlarging. The development of rural higher education is related to the development of the rural economy and the harmony and stability of the country.Based on the national conditions mentioned,it is of great practical significance to clarify the relationship between labor mobility and the decision-making of higher education for children in the family. This paper uses the 2016 CFPS database to conduct an empirical analysis based on the Probit measurement method to study the relationship between labor mobility and children's decision-making on higher education. In order to understand how labor mobility affects family children's higher education decision-making,it also establishes a theoretical bridge. It also uses OLS method to study the relationship between labor mobility and laborer's education income. The study found that:First, labor mobility has a significant positive correlation with the income of labor.Further research has found that the impact of labor mobility on educational income has significant gender and household registration differences. That is to say, compared with women, male labor mobility has higher educational benefits;and compared with rural hukou labor, urban migrant labor flow has more possibility to obtain higher educational benefits.Second, labor mobility has a significant positive correlation with family children's higher education decision-making.Further research finds that labor mobility has significant gender and household registration differences for children's higher education decisions.Father mobility has a higher positive impact on higher education decisions than mother mobility;compared to girls, parental mobility has higher effect on boys. The impact of educational decision-making is slightly larger, but the gap is not large;and compared with rural hukou, the mobility of urban hukou labor has a higher positive impact on higher education decision-making.In order to promote China's higher education investment, remove the barriers to household registration, improve the quality of rural population, combined with the empirical results, this paper proposes the following four policy recommendations:(1)accelerate the reform of the household registration system and break the barriers to labor mobility.(2)Increase investment in education in underdeveloped areas.(3)Improve the employment training mechanism.(4)Effectively improve the opportunities for rural students to receive higher education.
