Education will be able to bring positive externalities to our society, so it means that our government must invest in education and be one of educational investment bodies. Generally speaking investment will be able to make greater return in the future for the investor, accordingly educational investment will be extremely in favor of national economic development. However, labor mobility may lead to government getting nothing, that is to say, labor domestic mobility will hardly influence government available expected return, but labor multinational mobility will do that As a result, the basic theoiy model and further model analysis for mis problem will bring several policy suggestions based on educational investment and then further implications.By the basic theory model and further model extension, the primary conclusions of this thesis are as follows: In the first place, labor free mobility in China should be allowed; In the second place, labor mobility from China to foreign countries should be softly controlled; In the end, labor free mobility within China will be able to weaken the tendency of labor mobility from China to other foreign countries.The structure of this thesis is arranged as follows:The first part is chapter Ⅰ, the primary content of this part is a general exposition on foreign theory development and domestic current research situation of labor mobility. What is more, this part accounts for research visual angle and relevant concepts.The second part is divided into three Chapters (Chapter Ⅱ,Chapter Ⅲ and Chapter Ⅳ) . Main content of these three chapters includes: under the analytical framework of neo-classical theoiy, by using the economic production function, this paper constructs a mathematic model with the different hypothesis and then systematically studies Chinese labor mobility based on our governmental education investment Chapter Ⅱ is the conformation and analysis of the basic model on labor domestic mobility.
