Research On The Imbalance Between Supply And Demand Caused By Migrant Population

Under the process of urbanization,more and more population has moved to city.It is the migration of population in space that makes a change in the demand of public goods.This change has had a major impact on the local government's fixed supply based on local residents.So,the key point is if the supply of local governments can match the newly needs of public goods.Establish an updated theory model: we should consider the influence that the mobile population has on the perspective of the public demands.Traditionally,based on the median voter decision-making theory,public supply is determines by the median voter's demands which depend on the tax and their income.But what we should concerned is that the net inflows of people by sharing tax burdens with local residents make a change in public demand.In addition,the crowding function of Borcherding and Deacon is introduced to measure the crowding of public goods by the congestion factor.Based on the updated theory model,we should focus on the matching of supply and demand of compulsory education under the population flow.According to the statistical data,analyze the characteristics of population flow and distribution,and the scale and supply level of compulsory education supply.We can conclude that there is a gap between what students need on compulsory education resources and the supply in fact.On the other hand,the structural contradiction of compulsory education supply is prominent.Further,conduct an empirical test on the supply of provincial compulsory education.The provincial panel data for 2006-2016 was selected for analysis at both the general and sub-regional levels.The results show that the overall compulsory education presents a crowded feature.Based on the consideration of the population's distribution characteristics,to make a thorough inquiry between inter regional.The result showed that the highest congestion in the western region and the second in the east.The higher population concentration does not mean that the public goods congestion must be higher,so the population restriction policy has a limited effect on improving the congestion problem.In my opinion,the local governments should follow the law of population movements and structurally adjust the actual supply;on the other hand,build the education financial sharing system between governments at all levels.By this way,the mobile population can be a really resident in city which have the access to public goods.
