For a long time,China has always attached great importance to the development of compulsory education.With the continuous development of China's social economy,as a public product,people's supply requirements for compulsory education are constantly increasing.It's an important part of the public goods supply system to promote the development and improvement of the compulsory education supply system.Compared to compulsory education in rural areas,urban compulsory education has three characteristics:firstly,it aggregates in the region;secondly,its providers are diversity;lastly,its family and social environment is particular.Today,with the process of urbanization continues advancing,research on the supply system for compulsory education will not only help cities develop,but also improve the development of the entire compulsory education supply system.By analyzing the present situation of China's urban compulsory education supply,it is found that there are still some problems in China's urban compulsory education supply system.First,the unbalanced development of urban compulsory education has hindered the overall level of China's compulsory education.The main manifestation is the inequality of the teaching content and the goal idea,unbalanced development among regions,and unbalanced educational resources among children of different groups.Secondly,there are vacancy,offside and misplaced "three-position" phenomena in the compulsory supply of urban compulsory education in our country.Its main manifestation is government's"Offside" and "absence",social "absence" and family "misplacement".In addition,the current mufti-agent participation mechanism of urban compulsory education in China has not yet been formed.Its main manifestation is that the relevant legal protection mechanism is not perfect,and that the allocation of educational resources standard mechanism is imperfect.Finally,at present,the substantive progress of China's urban compulsory education reform is not obvious.The new public service theory believes that the government's function is serving rather than taking the helm,and that our society needs an integrated and responsive government.Governance theory also advocates to govern public affairs through multi-party cooperation.The increasingly mature public goods supply theory also demonstrates the feasibility and necessity of the market and society's participation in the supply of public goods.In the classic cases of American charter schools and Japanese community schools,their implementation background and compulsory education supply goals are largely consistent with China's.Currently,some cities in China are also exploring the feasibility of society's participation in compulsory education with the market.And some small initiatives have already begun to show good results,such as the joint implementation of school bus transferring students by the community.Learning from the experience of foreign classic cases,combined with China's national conditions and current problems in China's urban compulsory education supply,this paper puts forward measures to improve the supply system of public goods for urban compulsory education in China:Firstly,open up representation channels of citizens' demand for urban compulsory education public goods,cancel the nearest admission regulations restricted by the household registration system,and grant citizens the right to choose schools to initiate students source competition mechanisms among different schools from the demand side;Secondly,break the supply monopolies of the government,diversify the supply of compulsory education providers,and create orderly competition from the supply side to promote each school to improve the quality of education;Thirdly,deepen the research on the concept of quality education,break down misunderstandings,and implement the idea of quality education in essence to promote the qualitative development of urban compulsory education in China;Fourthly,excavate the community function deeply,and fulfill the obligation of society to undertake compulsory education and achieve effective convergence of home-school education truly through the form of community;Fifthly,establish and improve relevant laws and regulations of compulsory education,and guarantee the effectiveness and orderliness of muti-subject participation in urban compulsory education supply.
