In the new era,the population statistics is accomplished by leveraging information technology all over China since the population statistics involves the statistical summary information about every citizen,which is more and more important for the invocation and storage backup of population information applications.Existing various collecting ways of population information lack of overall planning,caliber and standard issued by government departments,which results in the scattered population information resources,low level resource share.Consequently,it is an urgent problem to formulate a unified population information standards in order to share resources of population information.This paper thinks that the main reasons are: First,the construction of population information collection systems are independently accomplished by different government departments,which results in inconsistent data standards and repeated collection.Second,there is no mechanisms of data verification and comparison,which leads to the failure to obtain truly accurate data.In this paper,we solve the problem from both the department system construction and data aspects.In the design of infrastructure,cloud computing paradigm is applied to avoid the repeat purchase of hardware devices and the repeat deployment of system environment and safety systems.In terms of data utilization and sharing,the population data requirements of various departments are integrated and unified collecting of population data is applied in order to reduce the workload of grassroots data collection and standardize the platforms and interfaces of population data.This article proposes the population information collection system based on cloud computing in which virtualization technique,distributed storage,elastic computing,cloud security data transmission are utilized.With the Java programming language and PostgreSQL database,we design and develop the population information collection resources sharing platform,unify the population collection data standard,set up a data exchange database for population information,introduce a data comparison and verification system,and improve thequality of the population information data.Finally,with the application of population information based on GIS,we verify the application and sharing of the population data in the daily management of the city.With the system proposed in this paper,the standards and specifications for population information collecting of various departments could be unified,the cost of all kinds of repeated investment on hardware,software development and maintenance could be reduced,the financial capital could be saved a lot,and the government's social service capacity could be significantly improved.
