Since 1978,reform and opening up have caused earth-shaking changes in various fields of Chinese society and greatly promoted the progress of Chinese society.Therefore,as the future of national and national development,education has become an important national strategy.With the continuous advancement of education reform,the development of higher education is becoming more and more new,and the development of distance higher education is gradually emerging.At the end of the twentieth century,the advent of the Internet era accelerated the development of distance higher education.The implementation of distance higher education has gradually become an important way to popularize higher education,and has become an effective way to improve the quality of the whole people,build a lifelong learning system,and build a learning society.In the process of a dvancing the development of distance higher education,the state has issued a series of laws and regulations,and gradually improved the regulations and policies system for distance higher education,thus playing a role in effectively promoting the development of distance higher education.Therefore,the development of distance higher education cannot be separated from the establishment and improvement of laws and regulations.The process of establishing and perfecting the policies and regulations for dista nce higher education is also the process of its development and growth.This paper uses literature research method,content analysis method and historical research method to study the development of China's distance higher education policy from 1978 to 2018.Through three different research methods,we explore the historical revolutionary trajectory of distance higher education policy from different dimensions.Taking Ding Xingfu's research on the development of distance education as a reference,combined with the characteristics of the times studied in this paper,the development of distance higher education is divided into several periods: germination and preparation period,creation and interruption period,start and promotion period,strategic innovation.With the take-off period,adjustment and deepening period.It also analyzes and summarizes the reform background,reform content and value orientation of the remote higher education policy in each period.At the same time,this paper also analyzes the achievements and achievements of the reform and opening up of distance higher education in the past 40 years and the major challenges it faces,and on this basis,it gives a prospect for the development of future distance higher education.The basic structure of the article is as follows:The first chapter is the introduction of this research,mainly includes the research background,research purpose and significance,literature review,research ideas and methods.The literature review mainly uses the literature research method to study the research of distance higher education at home and abroad.The domestic research status is mainly from the publication time of the literature,statistics of high-yield authors and authors' work units and other data to analyze and explore.The second chapter is the study on the take-off and promotion period of the distance higher education for the 40 th anniversary of reform and opening up.Since distance education is sprouting earlier,this is also a continuous development process.Therefore,when we began to discuss the distance higher education starting from 1978,this study made a simple and clear explanation of the development process before 1978.This is a continuous,beginning and end of the development process.During the take-off and promotion period,with the implementation of the strategies of “three orientations” and “resumption of college entrance examinations”,the radio and television universities developed rapidly,and at the same time,information technology was initially used in the field of education.The third chapter is about the strategic innovation and take-off period of the distance higher education for the 40 th anniversary of reform and opening up.Distance higher education has gradually gained the attention of the national level,and has begun to implement the "revolutionary strategy of science and education" and at the same time reformed the higher education system.In order to popularize higher education,realize the values of “openness,co-construction,synergy and sharing”,implement modern distance education projects,vigorously build infrastructure and education and teaching resources,and also carry out training on teachers' information technology capabilities.The fourth chapter is about the adjustment and deepening period of the distance higher education in the 40 th anniversary of reform and opening up.With the concept of "Internet +",the development of the goal of distance education in the 21 st century has also changed.A large number of innovations in the "Internet + Education" model,big data has also begun to be implemented in the field of education,and the online education industry has also been surging.The fifth chapter analyzes and summarizes the achievements and achievements of the distance higher education in the 40 th anniversary of reform and opening up.At the same time,it also sums up the current challenges of distance higher education.At the end of this study,combined with the development trend of the Educational Informationization 2.0 Era and the continuous development of emerging technologies,we look forwards to the future development of distance higher education.
