Whole Process Management Of Funding Of Public And Government-sponsored Research Projects In University Of China

Public finance funds in China used in technology development increased sharply With the continuous development of science and technology.As the main force of innovation of science and technology,research projects and funding in colleges and universities are growing.With the growth of scientific research funds,there are more and more problems in the use and the management of funds.Budget management is the core of scientific research management in colleges and universities.It is worth in-depth study of the problem that how to manage scientifically and efficiently national public sector investment in research funding to ensure funds reasonable use and promote the effective development of science under the new situation.Domestic and foreign scholars investigated many researchs on the management of scientific research funds in colleges and universities,which focused on the budget management,accounting management,supervision management and incentive mechanism for scientific research personnel.However,systematicness and empirical analysis are insufficient during the management of scientific research funds in colleges and universities.Moreover,there is no sufficient analyzes on problems from the national level,the university level,scientific research personnel and perspective of the participants.Therefore,on the basis of the existing research,this paper take the whole process management of funding of public and government-sponsored research projects as example,by using literature method,case analysis method,survey research method,in order to study systematically the obtainments,uses and settlement whole process management during the management of scientific research funds in colleges and universities.The funds in C college appears some problems such as budgeting is not scientific,without professional guidance,lack of budget audit when C college obtains funds.There are also some problems such as the actual expenditure of funds and budget does not match,expenditure structure are not reasonable,reimbursement are illegal and the supervision is not strict.In addition,there are some phenomenon such as no check in the stage of funds settlement.The reasons for these problems mainly due to no unified national research funding management system,bad management of C university,and the lack of some scientific research personnel and practical work style.There remain some problems in management of funding of public and government-sponsored research projects in C universities which is representative.This paper puts forward the countermeasures to improve the management of the whole process of the financial management of the university based on the C university management practice.Government should improve whole process management of funding of public and government-sponsored research projects from the top-level design.Also,colleges and universities should establish and improve whole process management of funding of public and government-sponsored research projects from the top-level design to solve the management problems,and establish a new mode of government's purchase of scientific research driven by outcomes through the establishment of a scientific and reasonable incentive mechanism to mobilize the enthusiasm of scientific research personnel,which completely eradicate the use of research funds chaos from the start.
