Research On The Management Of Government Sponsored Oversea Education For Institutions Of Higher Learning Teachers

Government sponsored oversea education for teachers is the product under the background of internationalization of education,and it is a kind of nationwide education practice activity.It promotes the sharing between Chinese and foreign education resources,scientific research and cultural resources,and it has provided a convenient way of internationalization for Chinese higher education.This thesis mainly adopts the literature method,questionnaire method,statistical analysis method and interview method to analyze status,study problems and offer management proposals for Henan Polytechnic University's work about the government sponsored oversea education for teachers.On the basis of a large number of literature and data,this thesis has presented the history and general situation of development of government sponsored oversea education for teachers in Henan Polytechnic University,Henan Province,and central part in China.The current situation and management problems of government sponsored oversea education for teachers in Henan Polytechnic University has been founded and analyzed by using questionnaire,interview and statistical analysis software.Optimization measures for reference are put forward for the problems found in the management work of government sponsored oversea education for teachers in Henan Polytechnic University under the combination of literature,questionnaire and interview results.The management work of government sponsored oversea education for teachers in Henan Polytechnic University can be mainly divided into three stages,which respectively are the selection stage,studying oversea stage,and returnees' management stage.The problems in the selection stage are not enough normalization for selection,not enough enthusiasm for selection and not enough balance for selection.The problems in the oversea stage are governments' poor supervision,unclear regulators and their tasks,and inconsistent plan between home and abroad.The problems in the returnees' management stage are incomplete policy,unsound development mechanism and imperfect scientific research environment.For these problems,optimization measures are put forward by the author through combining the principle of people-oriented and scientific management.During the selection stage,to formulate incentive policy,intensify propaganda and improve selection mechanism.During the oversea stage,to establish 3-D interactive management model among embassy,government and supporting university,list specific duties,and introduce the performance evaluation.During the returnees' management stage,to offer hardware and software facilities,teaching platform and supports for returned teachers from three aspects of scientific research,teaching and life.The effective government sponsored oversea education for university teachers can speed up the internationalization of universities,can provide talent reserve force for national construction.Therefore,it is very meaningful to study the optimization management.
