Research On Government Sponsored Scientific Research Fund Management In H University

In recent years, the scale of longitudinal research projects and the number oflongitudinal research fund in H university shows a significant growth trend. However,the management and application of longitudinal research fund in H university isirrational and non-standard. Therefore, how to improve the management of Huniversity longitudinal research fund has become the major problem to be resolvedurgently.Through applying some theories about comprehensive budget management,searching a large number of relevant literature, using survey visits, the paper analysesthe longitudinal research fund in H university. H university faces some problems, suchas fund management disjointing with project management, non-standard budgetmanagement system, repeatedly purchasing fixed asset, completing programs withoutsettlement and so on. The reasons are that H university misunderstands the fundmanagement, the system of fund and budget management is imperfect, thecommunication between management departments is ineffective, the supervisorymechanism of fund management is incomplete and so on. Consequently, it proposes toraise awareness of university research fund management, optimize the organizationalstructure, strengthen the budget management, enhance the asset management andsettlement management, build communication and coordination mechanism and thesupervision mechanism. The paper researches government sponsored scientificresearch fund in H university to enhance the legality and rationality of the use oflongitudinal research fund, raise its research management level, finally improve theefficiency in the use of H university research fund.
