At present,many local governments and education departments have made great efforts to alleviate the phenomenon of large class sizes in senior high schools and increased investment in relevant education infrastructure and services.Moreover,according to the implementation experience of previous educational projects,the project quality and efficiency are not satisfactory,and the project management level is uneven.The emergence of PPP model has become an effective way to solve the above problems.However,PPP mode can only be used through value for money(VFM)evaluation.In many PPP projects at home and abroad,there are many failed cases,such as Beijing jingtong highway project and shandong zhonghua power generation project,which failed to do a good VFM evaluation and caused huge overexpenditure due to unforeseen factors in the later stage of the project.In terms of VFM evaluation experience,the UK,Canada,Australia,Japan and other countries are relatively successful.For example,the UK is good at evaluating projects through both qualitative and quantitative analysis,and projects can use PPP mode only after passing both qualitative and quantitative analysis.Japan is better at using qualitative methods to reach VFM evaluation conclusions on the basis of combining national conditions and folk customs.This paper selects the PPP project of weifang S middle school as the research object,and mainly conducts application research through qualitative and quantitative evaluation of VFM to predict whether the project can achieve the effect of less money,more work and good deeds.Through extensive literature review and combined with the PPP project practice of weifang S middle school,in order to ensure the accuracy of the conclusion,whether the project passed the VFM evaluation was judged qualitatively and quantitatively.Qualitative analysis is used to set project indicators and weights,and qualitative evaluation conclusions are drawn according to expert scores.Quantitative analysis was used to calculate the comparison value of public sector(SPC value)and the net present value(PPP value)of the whole life cycle cost borne by the government in implementing PPP projects.According to the application of the evaluation method,the enlightenment is obtained and the targetedpolicy Suggestions are put forward.The topic has two major features: first,the topic meets the requirements of current social background.Local government departments are attaching more and more importance to the application of PPP model in the field of educational infrastructure construction.So the topic selection has some innovation.Second,the VFM evaluation guidelines issued by the state lay particular emphasis on qualitative analysis.By using quantitative and qualitative analysis to demonstrate whether the project is feasible and setting reasonable indicators according to the actual situation of the project,the conclusions obtained are more convincing,and provide reference experience for similar non-profit school projects to adopt PPP model in the future.
