Customs declaration practice course in higher vocational colleges is the core vocational skill course of international trade and logistics management specialty, aiming at cultivating customs declaration practice ability and applied talents with strong adaptability. The root of the customs declaration culture, the application of technology in the process of customs declaration, the flexible changes and choices of the content of customs declaration, and the future The concerns of learners who work on customs declarations are all factors that we need to systematically consider. After 2014,research on the reform of customs declaration course design is common, but no suitable and effective method has been found. From a systematic point of view,CTCL integrative thinking,peopleoriented,learner-oriented development,to explore the integration of culture, technology, learning content, learner four elements, which coincides with the requirements of the teaching reform of Customs Declaration Practice under the background of customs declaration reform. This study focuses on the core content of "Teaching Design Research in CTCL Perspective",trying to solve the following problems: First, how are the four elements of CTCL(culture, technology, content, learners)reflected in the course of Customs Declaration Practice in Higher Vocational colleges? Secondly, how to integrate the four elements of curriculum, that is,how to build a model to achieve the goal of integration? Thirdly, how to implement the unified structure model in the formal teaching activities under the CTCL perspective, and whether it can achieve the expected performance goals? This study focuses on the above three issues, using the methods of literature, interviews, questionnaires and quasi-experiments,and mainly carries out the following four parts: first,it analyses and deeply excavates the connotation of the four elements of CTCL in Customs Declaration Practice Course in Higher Vocational colleges;then,it pretests the experimental group and the control group to understand the students' cognitive level, analyze the reasons for the problems and combine the four elements of the course.Construct the integrated structure model;then design the curriculum based on the integrated structure model to form a synthetic strategy to achieve the goal of CTCL integration of four elements;finally, the experimental group was taught in the integrated mode, while the control group was taught in the conventional mode, and compared the two groups of post-test data, analyzed the data and drew conclusions. This study draws the following conclusions: Firstly,in the four elements of CTCL course of Customs Declaration Practice in Higher Vocational colleges, culture includes people-oriented management culture,skill-based learning culture and quality-oriented professional culture;technology includes customs declaration materialized form and intelligent form technology;curriculum content includes customs declaration school curriculum, social course and adjacent subject curriculum;learners include learners.Physical education, study companions, customs declaration teachers and personnel of customs declaration units.Secondly, referring to 4C/ID model,Dick and Kerry model and the integrated structure model based on constructivism,we can integrate the four elements of CTCL through designing and synthesizing training strategies of customs declaration subject/case/project.Thirdly,referring to the integrated structure model, the experimental group uses synthesizing strategies to teach, and the results show that the experimental group gets the results. The increase of the score rate was significantly higher than that of the control group, and the ability of customs declaration posts and customs declaration attitude of the experimental group were greatly improved and improved, and the teaching effect was obvious.
