For cultural and creative industries which need to give full play to people's creativity,talents are the important productive forces for the development of cultural and creative industries.The construction of chengdu's cultural and creative talent team plays a vital role in the comprehensive construction of chengdu into a world famous cultural city.This paper makes a comparative analysis of the cultural and creative talent policies in national central cities,which is conducive to a more comprehensive understanding of the policy highlights of cultural and creative talent policy issued by other central cities,and thus provides a reference for the government to optimize the cultural and creative talent policy in Chengdu.According to the research needs,firstly,the policy text will be sorted out to form a text database of cultural and creative talent policies in each national central city,define the analysis unit,and construct a policy analysis framework.Using the three types of policy tools: supply-oriented,environment-oriented and demand-oriented as X-dimensions of policy analysis,while the three elements of talent introduction,talent cultivation and talent incentives being setting as Y dimension.Use policy tools to compare and analyze the X dimension,Y dimension and two dimensions of the policy texts involving cultural and creative talent in national central cities.Then from the micro level,the content of the policy text is compared and analyzed.By analyzing the policy texts of the national central cities,it can be found that the policy of cultural and creative talent in Chengdu still needs to be improved.Firstly,through the adjustment of tax policy and the improvement of intellectual property protection,the application of environmental policy tools should be strengthened to promote the development of construction of cultural and creative talent;Through strengthening the formulation of policies related to overseas talent,promoting the application of demand-oriented policy tools,broadening the source channels of cultural and creative talent,and realizing the integration of chengdu cultural and creative talent with international standards;By improving the level of public service,increasing the construction of cultural and creative talent infrastructure,optimizing the use of supply-oriented policy tools,and providing an important platform for the development of talent.Secondly,it is necessary to combine with the local cultural and creative industry,focus on the introduction,cultivation and incentive of cultural and creative talent,introduce cultural and creative talent purposefully,and cultivate cultural and creative talent needed by chengdu;It is necessary to combine with the development layout of the local cultural creation industry,the talent demand of cultural and creative industry should be predicted,and the structure,trend and total amount of cultural and creative talent needed for development should be planned and prepared.Finally,strengthen the implementation of the policy.Strengthen the cultivating of cultural and creative talent,hold more academic exchange activities for cultural and creative talent,enhance their innovative thinking,so as to improve the quality of the team.
