| Under the background of pursuing balanced and fair education,collectivized school running emerges at the right moment.Driving weak schools through high-quality schools plays an important role in narrowing inter-school differences and alleviating school choice fever.Because of the large difference in the level of teachers in schools,it is of great significance to carry out teacher rotation and exchange within the group.This study selected three representative education groups in Shanghai and selected 320 teachers who participated in the post rotation exchange.Through questionnaire survey,statistical analysis and in-depth interview,the author studied the difficulties and causes of the post rotation exchange among teachers.Based on the questionnaire survey,this paper concludes that there are also the following difficulties when teachers’ job rotation communication achieves certain results :(1)teachers’ recognition of the job rotation communication policy is low;(2)teachers’ active willingness in job rotation communication is low;(3)teachers’ effectiveness in job rotation communication is low.But behind these difficulties exist in policy,school,teacher’s individual factors,at the same time by multiple linear regression analysis it is concluded that:(1)policy factors,the policy design rationality,degree of policy implementation,policy incentives and security level,the degree of implementation,the policy supervision mechanism in place for rotational communication effectiveness has significant effect;(2)the degree of implementation of safeguards in school factors,the protection of teachers’ rights from outflow schools,the supporting environment from inflow schools,the relationship between colleagues from inflow schools,the teaching conditions and support from inflow schools,and the difference and relationship between inflow students and inflow students have a significant impact on teacher rotation and exchange;(3)among the factors of teachers,personal family situation,individual values and individual adaptability all have significant influence on the effectiveness of post rotation communication.Combination of first-line teachers and school personnel interview,understand the teacher rotational communication problems of policy implementation,study concluded that:(1)policy,policy design ignore teachers’ participation,the content of rotational teachers lack of the measure and policy value orientation is not clear,the lack of long-term mechanism;(2)the school,the school of policy implementation and the implementation of the deviation,flow into the large difference of the support of the school environment is weak,intercollegiate,rotational communication time for lack of security(3)teachers,teachers’ individual family become important obstacles,teachers’ individual values have limitations,teachers’ individual fitness become influence;Finally researchers concluded according to the quantitative and qualitative analysis put forward the following Suggestions:(1)the rotational teachers related legal policy(2)of the top design,perfect communication procedures(3)pay attentionto policy propaganda,to establish correct value guide(4)with the person this,outstanding teachers impart subject function(5)help teachers into the new environment,create a harmonious atmosphere(6)active participation,promote individual teacher’s professional development ability.This study still has some shortcomings,such as limited sample size,sample representative still needs to be strengthened,and the measurement method is not diversified enough.It is hoped that this study can continue to improve and improve in the future. |
