College open online course is the integration of technology and education.Because of its advantages,it has become popular all over the world.Different types of universities in China have joined in this practice.The courses which are lack of quality assurance will exert passive effects on the learning quality of learners as well as the sustainable development of open online courses.The accreditation which is held by government is a way of quality assurance.As a preventive measure,it can reduce the unqualified courses.Hence,how to set up the index system of the accreditation of college open online courses?According to the research problem,this study first bases on the theory of public goods to discuss the necessity of government intervention in the accreditation of college open online courses.Then,the study bases on the social contract theory and the policy document of “the separation of management,evaluation and work” to discuss the legality of the third party agencies entrusted by the government to get invloved in the accreditation of college open online courses.What's more,the study bases on Taylor's curriculum theory to discuss frame of the index system of the accreditation of college open online courses as well as the usage of the accreditation results.Second,the study uses text analysis first to code and analysis the quality standard issued by universities and collage open online course alliances or plarforms in order to get the preliminary construction of the index system of the accreditation of collage open online course.Second,followed by Delphi method and Analytic Hierarchy Process(AHP)the index system and the weight of the index system of the accreditation of collage open online course have been formed.At last,the researcher invited the expert panel to mark a course using the index system of the accreditation of collage open online course as an example.The conclusion of this study is that the accreditation subject of the college online open course should be the third party authority authorized by the government to authenticate the quality of the college open online courses.The index system of the accreditation of collage open online course is composed of four first-level indicators,eleven second-level indicators and twenty-four observation points.The first-level indicators are course goal,course resource,course delivery and course evaluation and the weight of them are 12%,29%,38% and 21%.The second-level indicators are geneal objective,specific objective,course content,open reference materials and so on.The third-level indicators in this index system are the observation points.Moreover,after trying to apply the college open online course accreditation index system in practice,it is found that it is operable and reasonable.The results of the accreditation can determine whether a college online open course meets the standards to go online,can put forward suggestions on the existing problems for the sustainable development of colleges and universities,and can provide reference for the government's appropriation.
