Research On The Change Of Student Financial Aid Policy In Higher Education Since The Reform And Opening Up

In 1977,China reinstated the college entrance examination system.After the reform and opening-up in 1978,China's higher education has made great achievements in both scale and quality,but it faces some problems.Balanced development of education and equal opportunity of college entrance are still key issues.Student financial aid plays a very important role in colleges and universities.Student subsidy policy is of great significance to maintain the entrance opportunity of college students and promote the fairness of education.This paper makes a textual analysis of the university student financial aid policy,and probes into the changes of student financial aid policy in higher education since the reform and opening-up.This study is divided into six parts,the main contents are as follows:The first chapter is the introduction,mainly introduces the research background and significance,defines the relevant concepts,and reviews the literature from the two aspects of student financial aid policy and policy changes.The second chapter is the research design part,which clarifies the research object,research questions and methods,establishes the research framework,and lays a foundation for the paper.The third chapter analyzes the characteristics of the changes of subsidy policy,and it describes the changes of policy authority,target group,content theme and value orientation through text content coding.The fourth chapter is the motivation analysis of the student financial aid policy changes,synthesizing the foreign policy change theory,drawing lessons from the policy change dynamic analysis framework of policy scholar Bai Bicheng to explain the change of financial aid policy from internal and external factors.The fifth chapter is about the problems and trends of student aid policy change.The sixth chapter is the research inspiration and the suggestions for policy optimization.The last chapter is the conclusion of the study.The study founds that the subjects of the university students' financial aid policy authority are more diversified,the ways of cooperation among departments are various,and the types of the subjects' publications are diverse.The coverage of policy target groups is expanded,and groups tends to subsidize students from poor families.The ways of subsidy are diversified,the content is more effective,and the change of content reflects the characteristics of inheritance and gradual change.The value orientation is mainly to help the poor,giving consideration to awards for the excellent,and from equalization equity to differentiation equity,from financial aid to education funding.Under the combined effect of internal and external factors,the subsidy policy has changed.There are some problems,such as insufficient policy effectiveness,insufficient quantification of objectives,and inadequate clearance of individual policies.In order to further improve the subsidy policy,the author puts forward the following optimization suggestions:(1)the main subjectives of the policy adhere to issue documents jointly and cooperate with each other;(2)implement the subsidy legislation,improve the legal guarantee system;(3)develop and design the subsidy indicators,apply to the subsidy work;(4)closely integrate with other livelihood policies and exert the influence of subsidy policies.
