The enactment of the new national funding policy has largely resolved the education problem of the students with financial difficulties, making significant contributions to the realization of equal education and the promotion of social harmony. It reflects the state's value on education and great concern for the living and study of the students with financial difficulties, and is bound to play an important role in enhancing the country's talent pool. During the three years of the implementation of the new subsidy policy, its intense funding efforts, broad coverage and deep social impact have caused a wide range of social recognition and praise. As for the essence of the education, subsidy is just the means and channel, and educating people is the essential purpose. How to make good use of the subsidy resources and let the students not only receive help materially but also hold firm to communism belief, establish great ideals and self-rely is an urgent issue. The educational function of the subsidy can be maximized only by dealing with the relevance of subsidy and educating people soundly and forming the funding work mechanism and mode.The first chapter of this paper summarizes the background and research value of the problem, defines the related concepts and demonstrates the research significance of this project. Based on the existing research results, the second chapter mainly expounds the relevant background of the implementation of the new funding policy, the situation of implementation and the university funding work. Through the questionnaire, the third chapter makes relevant research on the accepting psychology of.the students with Dalian University of Technology, Tianjin University, Southeast University, Dongbei University of Finance and Economy as its sample. Combing with the accepting knowledge, the third chapter also demonstrates the educational function of the subsidy and preliminarily studies the principle, measures and aspects that should be paid attention to of intensifying the educational function after the determination of the educational function of the subsidy. The fourth chapter makes a conclusion based on the former field investigation, questionnaire analysis and theoretical study. In addition, according to the present situation of the university funding work, the fourth chapter makes proposal analysis in order to achieve a better realization of the educational function of the subsidy, which can provide effective help for the political education work and further strengthen and improve the ideological and political education work of university students.
