Research On The Influencing Factors And Forecast Of Financial Education Expenditure In Ningxia

Education is a kind of activity for cultivating people.Through the development of their educational functions,it promotes the development of society and guarantees the development and continuous operation of society.Along with the vigorous development of socialist modernization,the role of education has gradually become prominent,and the proportion of government investment in fiscal education expenditure has also increased.In 1993,the goal of the state's investment in financial education accounted for 4% of GDP in the Outline of China's Education Reform and Development was realized in 2012.Ningxia,as a relatively backward region in the west,achieved this aim earlier than the national level.Based on this,it is of great significance to explore the experience and deficiencies in the development of financial education expenditure in Ningxia and to study the rational development of the subsequent education.This study combs the educational development data of Ningxia Hui Autonomous Region for the period of 11 years from 2007 to 2017.From the overall trend,scale analysis,and education expenditure within the budget,the comprehensive analysis of the current situation of financial education expenditure in Ningxia.Secondly,through the application of the grey relational analysis method,from the economic,social,institutional and other factors,the factors affecting the financial education expenditure in Ningxia are analyzed,and the representative indicators are selected to rank the relevant factors affecting the financial education expenditure in Ningxia.Empirical test examines the correlation between factors and public education expenditures.Then based on the MATLAB platform,the grey predictionmodel was used to establish the GM(1,1)model of Ningxia's financial education expenditure,and the financial education expenditure in the next five years was predicted.Through the above research,we find the problems existing in the financial education expenditure of Ningxia and make corresponding suggestions.Research results:(1)From the analysis of the status quo,the growth trend of financial education expenditure in Ningxia is relatively stable,accounting for more than 4% of GDP,higher than the national average,but it has been lower than the national level in terms of fiscal expenditure.Comparing with the average level of the five northwestern provinces and the national average,it is found that Ningxia has invested a lot in higher education,and the distribution of expenditures in various education stages is not balanced.(2)From the results of grey correlation analysis,it is found that the industrial structure and ownership structure have the greatest impact on the level of financial education expenditure in Ningxia.The population size,population structure and fiscal decentralization also have a strong impact on the level of financial education expenditure in Ningxia.The correlation degree is above 0.7,and the degree of correlation between economic development level and urbanization level is relatively small.Overall,the selected factors have a strong correlation with the level of financial education expenditure in Ningxia.(3)The relative accuracy of the residual test of the Ningxia fiscal education expenditure GM(1,1,)model constructed in this study reaches 98 percent,and the posterior difference ratio C value of the post-test difference test is 0.0236,and the small error probability P value is 1.The model test is level 1,and the model has good precision.Based on the constructed GM(1,1)model,the financial education expenditure data of Ningxia in the 11 th year of 2007-2017 was processed by MATLAB software,and the forecast data of financial education expenditure in the next five years was obtained.Based on the above research,this paper proposes specific countermeasures from the aspects of increasing financial expenditure in education,promoting the rational distribution offinancial education expenditure structure,increasing the proportion of public funds use,increasing financing channels for education funds,and improving supervision and evaluation mechanisms,to provide reference for the relevant departments.
