In recent years,with China's economy entering a period of high-quality development and a new stage of scientific and technological development,the number of foreigners coming to China for employment has shown a significant growth trend.Since China(Fujian)Free Trade Zone was officially listed,Fuzhou has welcomed the great opportunity of "five-zone superposition" development,and the number of foreigners applying for employment in Fuzhou has increased dramatically.Under the new situation,it is particularly important for Fuzhou government to provide the best and all-round service for the arrival of foreigners,so that more foreigners can work in the city without worries.In order to improve the level of service for foreign employees in Fuzhou,this study,guided by the New Public Service Theory and Human Capital Theory,combines the current situation of government action in Fuzhou's service for foreign employees with the needs of "five-zone superposition",and analyses the necessity and urgency of improving the level of government action in Fuzhou's service for foreign employees.It analyzes and finds out the existing problems,such as narrow coverage and inadequate benefits of service policies,poor coordination of service institutions,unclear powers and responsibilities of service institutions,incomplete service content,quality of service to be improved,and methods of service to be improved urgently.From the policy of "emphasizing management,neglecting service","multi-service" and it leads to imperfect mechanism,absence of government function,single-type personnel structure of service team,insufficient network service for foreign employees.This research makes a comparative analysis of the service for foreign employees in capital cities at home.Then,it proposes to optimize the service from the following aspects:strengthening policy of service,strengthen unified,centralized and coordinated management,building a comprehensive service system for Fuzhou's foreign employees,cultivating service team of compound talents,and improving service efficiency and convenience through network and big data management.
