The report of the 19 th National Congress pointed out that the major contradictions in our society have been transformed into a contradiction between the people's ever growing need for a better life and the unbalanced and inadequate development.As the only way to harmonious social construction of socialism,the civic moral construction is an inevitable choice to achieve the people's desire for a better life.To strengthen civic moral education is the need to construct a socialist harmonious society,cultivate the all-round development's people,shape a complete personality,and practice the core values of socialism.Juvenile period is the “jointing-booting stage” of life,when needs to be carefully guided and cultivated.It is vital important to carry out effective civic moral education for students at this stage.At present,there is no special civic moral education course in middle school in China.The main course carrier of civic moral education is "Moral and Rule of Law",but the content referring to civic moral education is not adequate enough,hysteretic and lack of the flavor of life.What's more,there is a lack of emotional guidance,paying more attention to knowledge teaching;the curriculum faculty lacks the legal professional background,the teaching method is single,the evaluation subject is unitary and the process evaluation is neglected;the school ignores the development and utilization of hidden education resources,and does not form the synergy between family,school and social education.In view of the above problems,the author believes that we should reform the content of citizen moral education content in the textbook of morality and rule of law,improve teachers' professionalism and teaching ability,and create a good educational environment,in order to improve the quality and level of junior high school students' moral education,as well as cultivate new era peoplewho are able to undertake the responsibility for the national rejuvenation,and cultivate socialist builders and successors who are fully developed in virtue,intelligence,physical conditions,mind status and community service.
