The Sino-U.S.trade frictions that began in 2018 have the characteristics of global,strategic and long-term effects,bringing about great uncertainty to the overall economic development of our country.The fully liberating of the two-child policy has not been able to alleviate China's demography,which may inevitably affect China's manufacturing industry based on the demography dividends.With the further expansion of economic globalization in the Internet era,and increasingly large numbers of enterprises participating in global competition,talents are essential to the globalized and diversified development of an enterprise.This leads to intensified interurban and inter-firm struggles for winning talents.In particular,in cities such as Changzhou(located in Jiangsu Province),the manufacturing industry is backed by SMEs as the mainstay.It is of critical importance to create a new model of human resources service and management by utilizing cloud platforms,big data and Internet technology in order to provide one-stop services for SMEs and talents,and to support urban development and long-term competitiveness of enterprises.Innovation 3.0 is the innovation of intelligent era,and great changes have taken place in its form,content,tools,and methodo logy.This paper takes the lead in proposing a concept of building a smart HR supermarket in an aim to promote coordinated development of the real economy,technology innovation as well as HR development by combing internet thinking with modern supermarket business concept.Smart HR supermarkets refers to presenting a series of HR services as a sort of commodity on a certain platform,such as recruitment,payroll management,staff training,technical innovation,performance management,talent assessment,ca reer development,and theoretical exploration with enterprises as the target customer,so that enterprises may select their needed service.As a result,enterprises may save the time and costs spent on searching,therefore,cut operation costs and enhance productivity.Meanwhile,the HR supermarket may obtain economic benefits in return.In Changzhou,there is a strong need for building a mart HR supermarket,as it may effectively solve the problems existed in traditional HR market,industrial park and intermediary and other service organizations.This new type of organization will be built on the basis of modern ICT system,and provide services for the cultivating and attracting talents needed during the course of industrial transformation.Based on the principle of smart sharing,profitability,providing dedicated services with sustainable and pragmatic development,we propose to set up a smart HR supermarket.It would composed of six modules,namely,talent supply & demand center,talent service platform,career development platform,shared service center,talent research center and operation safety and maintenance center,in an aim to provide internationalized,market-oriented and diversified services.This will be helpful to optimize traditional human resources services with innovation of service mode,in order to provide more targeted professional services to satisfy the increasingly diversified needs of enterprises in key industries in Changzhou and to boost their competitiveness.
