With the progress of science and technology and the arrival of the information age,the various components of society are constantly adjusting their own roles to adapt to the development of the wave of the times.As the maintenance of economic order,the public service of the government departments are also facing more and more challenges.Improving the performance level of the public sector is an important goal pursued by governments,but the performance evaluation in this field is always hot and difficult.In recent years,Western developed countries have made a series of beneficial attempts to reform the performance evaluation system of the public sector.Western scholars absorb economics and business management theory,the government should also be market and customer-oriented,performance management.This view gradually developed into a new public management theory,as the public management of the various factions in the common proposition.With the continuous development of the new public management movement,performance evaluation is no longer active only at the theoretical level.It has been widely used in government management in various countries and regions and has become an effective tool for realizing government process reengineering and helping to achieve strategic goals.China's research in this field started late,practical experience is also less,the performance evaluation of the public sector is still in the exploratory stage,and developed countries have a certain distance.In recent years,the deep-seated social change has promoted the change of the public function of the government,and the public sector of China has changed from"management type" to "service type".Therefore,public sector performance evaluation has received more and more attention in our country.As an integral part of the government,the statistical department is concerned with the overall performance of the government,so it is necessary to conduct in-depth research on it.In this context,I selected the National Bureau of Statistics NJ survey office for the study.National Bureau of Statistics NJ survey office is both a government statistical investigation agency,but also law enforcement agencies,according to the law independently to exercise statistical investigation,statistical supervision of the terms of reference.Due to the deviation of the leadership concept,the backwardness of the evaluation method,NJ survey office performance evaluation work has been in a relatively rough state.And this problem is also the common face of many domestic public sector,that is,NJ survey office in the performance evaluation of the existence of the common and reference significance.Therefore,I hope that through the study of this article to achieve two targets:(1)to help the National Bureau of Statistics NJ survey office to build a scientific and effective performance evaluation system to help its strategic objectives,while improving staff efficiency,(2)to be modeled,to extract the common experience that can be applied to other public sector performance management in our country,to specify the precautions for the key steps,to build a perfect system for the government departments in China.(2)To solve the problems in the management of the public sector,Performance evaluation system to provide reference.This paper begins with a brief introduction to the research background and significance,and reviews the classical or latest research conclusions of public sector performance evaluation at home and abroad.Secondly,through the review and reflection of typical cases,summed up the public sector performance evaluation system to build the lessons learned.Thirdly,the National Bureau of Statistics NJ survey office is selected as the research object,and the problems in the current performance evaluation system are specified,and the causes of the problems are analyzed in depth.In addition,according to the local conditions combined with the work of NJ survey office actually designed a performance evaluation system based on Balanced Scorecard,and verified the feasibility and practicability.Finally,point out the NJ survey office to use the new performance evaluation system needs to make late security measures.The difficulty of the article lies in the quantitative analysis part of the determination of the weight of the index.I would like to use the analytic hierarchy process to determine the weight of the index,but in the finishing of the questionnaire appeared before the unexpected difficulties,such as a single questionnaire there are internal options contradictions,summary questionnaire does not meet the consistency conditions,etc.,resulting in a quantitative The analysis went into a stagnant phase.After the access to the literature,consult experts,improved the questionnaire design,screening the relatively high quality of the respondents,and in the process of being asked to fill the questionnaire to give adequate communication and appropriate counseling,carefully scrutinize the data processing steps,Which makes the questionnaire data to obtain a satisfactory consistency results.In this paper,the use of literature review,field research,qualitative analysis and quantitative analysis were studied.
