With the popularization of higher education in China,higher education has made great progress.The structure adjustment of higher education the guide of economic and social development,becomes an important factor of the sustained development of higher education.Therefore,the study of the state,the problem and the strategy of higher education becomes an important part of higher education research.The connotation of higher education structure is rich,including formal structure,hierarchical structure,class structure,distribution structure and management system structure,etc.The object of this study is the distribution structure of higher education.In this study,the 31 provinces of China are selected as the statistical caliber,and the internal elements of the distribution structure of higher education including seven elements such as colleges,students,teachers,education funds,fixed assets,school construction area and teaching equipment are the basic indexes of evaluation.The index system is composed of three sections: a first-level indicator,6secondary-level indicatorsand 7third-level indicators.7third-level indicators are the 7 internal elements of the distribution structure of higher education.6secondary-level indicators includes rationality index of distribution structure of college,student,teacher,education fund,fixed assets and school construction area.A first-level indicator is the rationality index of the distribution structure that consists of 6secondary-level indicators.The study selected data during the period from 2003 to 2013 which is the historical period for the most rapid development of China's higher education that is beneficial to reflect the current situation and main problemof the provincial higher education layout structure scientifically and accurately and is of great significanceto optimize the distribution structure of higher education.The research data mainly comes from the relevant statistical yearbook and official website.The study standardizeddata,calculated formula and calculated the rationality index of distribution structure of higher education by weighted method so that make a whole evaluation of whole country,eastern area,central area,western area and 31 provinces of China.Based on the empirical results,the study divides the31 provinces into different resource typesso as to grasp the differences in the distribution of higher education resources between provinces.Finally,according to the needs of national economic and social development in the new period,and putsforward three suggestions to optimize the distribution structure of Higher Education:the state strengthen the investment of the western area's higher education continually;a few of the more developed provinces seize the opportunity to create "double top";strengthening provincialco operation of higher education and strengthen characteristic development of regional universities.
