Research On Supply Dilemma And Management Of Primary School Physical Education Teachers In Shanxi Province

Primary school sports is the beginning of establishing good physical exercise habits for children and plays an important role in promoting the healthy development of children's body and mind.If we want to improve the comprehensive literacy of children in elementary school physical education,we must strengthen the supply of physical education teachers in primary school.As the organizer,implementer,guide and communicator of physical education activities in school,physical education teachers have a direct impact on the development of children's physical and mental health.The Party Secretary of the Ministry of Education and Minister Chenbaosheng also said at the 2019 National Education Work Conference: "There must be rigid requirements for physical education and aesthetic education,and teachers must have plans to train and supplement.Therefore,strengthening the supply of primary school physical education teachers is an educational need and an era requirement.In this study,literature,expert interview,questionnaire survey and mathematical statistics were used to study the supply and management of primary school physical education teachers in Shanxi province.Through the research,it is found that the national policy and regulations on the supply of PE teachers in primary schools lack specialization and need to be further improved;The policy documents issued by the Shanxi Provincial Government and the education department for the supply of primary school physical education teachers lack local conditions,and the lower-level governments and departments have the phenomenon of not implementing,blindly implementing,and negatively implementing the implementation of policies and regulations in the implementation process.The implementation of policies and regulations is not enough,and the supply of sports teachers in primary schools is not the right place.Second,Shanxi Provincial Government and education departments have too many management departments for the supply of primary school physical education teachers,and the phenomenon of mutual responsibility is serious;Primary school physical education teachers are structurally deficient,and there is a phenomenon that they do not make up for the lack of more;The educational structureof elementary school physical education teachers is unbalanced.There are too few elementary school physical education teachers with high levels of academic qualifications,and the overall quality of teachers is not high.Third,the status of primary school physical education teachers is low,the school environment and conditions are poor,and teachers have a strong willingness to leave.The salary level and welfare benefits of PE teachers in primary schools can not meet the needs of teachers.In view of the current difficulties in the supply of sports teachers in primary schools in Shanxi Province,this paper puts forward some measures to solve the problems in the supply of sports teachers in primary schools in Shanxi Province.Improving the efficiency of the implementation of policies and regulations at the lower levels of government and departments;We will strengthen oversight of policies and regulations and strictly implement the situation regarding the supply of physical education teachers in primary schools.Second,the Shanxi Provincial Government and the education department and the primary school supply management department and management mechanism to adjust,improve the government and education department's management functions,and optimize the primary school physical education teacher structure;Priority is given to ensuring the establishment of sports teachers in first-line primary schools,and non-commissioned teachers who meet the conditions must be accelerated to join the ranks and receive equal pay for equal work;We will focus on solving the serious shortage of physical education teachers in rural primary schools,encourage college teachers and excellent urban primary school physical education teachers to go to rural areas to support education,and gradually improve the academic structure of primary school physical education teachers.Third,correctly guide the social value orientation,improve the social and professional status of primary school PE teachers,optimize the teaching environment and conditions of schools,and strengthen the professional identity and school sense of belonging of PE teachers in primary schools.The Shanxi Provincial Government and the education department shall strengthen the investment of funds in the supply of PE teachers in primary schools,raise the salary level of PE teachers in primary schools,and focus on the implementation of welfare benefits and subsidies for PE teachers in primary schools throughout the province,so as to solve the economic pressure on PE teachers in primary schools and increase their enthusiasm for work.So that they can better engage in teaching work.
