Section 4 of Chapter VI of the Outline of the Healthy China 2030 Plan,which was promulgated by the State Council in October 2016,states in particular: "We will strengthen scientific guidance and promote the active participation of women,the elderly and occupational groups in national fitness.Implement a workroom fitness system to encourage and support the construction of new workplaces to build suitable fitness venues." At the same time,it is proposed to formulate and implement physical health intervention plans for special groups such as adolescents,women,the elderly,occupational groups and people with disabilities.Linfen City belongs to China's fourth-tier cities.The city is small,the economic development is relatively backward,the transportation construction is lagging behind,the ability to absorb foreign funds is poor,and fewer enterprises.Local employment is mainly concentrated in the two major groups of government agencies,institutions and self-employed households,which are the basic components of state institutions and organizations established by the state according to law,and are indispensable to ensuring the country's harmonious and steady development.Because of its relatively large responsibilities and complicated tasks,the health of employees in government agencies and institutions and the development of workers 'sports are particularly important.This paper takes the current situation and influencing factors of the staff sports development in linfen city as the research content from the view of healthy China,and mainly investigates the employees of linfen city's main organs.This research mainly uses literature data method,interview method,case study method,questionnaire survey method,mathematical statistics method and logic analysis method to carry out relatedresearch.Through visiting and investigating the units of linfen city,the research results are obtained,and the reasons are analyzed through scientific mathematical statistics,and the countermeasures are put forward.The status quo of staff sports development in Linfen City's direct organs under the vision of healthy China is:(1)There are large differences in the sports activities held within the units of Linfen City and between different units.The units tend to carry out recreational sports activities,while different units tend to carry out competitive sports activities.(2)The funds for sports activities organized within the units of Linfen City are mainly trade union dues,supplemented by government grants.(3)At this stage,the employees of Linfen City's direct agency still understand health as only physical disease,and there is less attention to mental health.(4)The qualifications of employees of Linfen City's direct organs are mostly college or undergraduate,and they are suitable for sports activities.(5)Linfen's direct-government units are mostly focused on organizing sports activities after work.This period of time does not affect work and has enriched the amateur life of employees.It is easier to organize.The results show that the following factors affect the development of staff sports in Linfen City under the view of healthy China:(1)The knowledge of the leader and the actual situation of the unit(venue factors,etc.)affect the development of employee sports.(2)In addition to the physical training needs of the employees of Linfen City,social demand is also a factor for employees to participate in sports activities.(3)When motivating employees to participate in physical exercise,it is necessary to consider the degree of difficulty in completing things.The appropriate degree of difficulty will encourage employees to participate in sports activities.If it is too difficult,it will affect the enthusiasm of some employees.(4)In the incentive of the Games,the temptation of material rewards is greater than the reward of reputation.(5)Linfen city direct agency units on the national sports and health policy propaganda is not strong enough.
