The development of the Network has brought a surge in the amount of information,and the mode of production and dissemination of information has also changed.Information production presents characteristics such as immediacy,diversity,and personalization,and the public has achieved a role change from "tool user" to"information producer" in cyberspace;Information dissemination has the characteristics of high efficiency,convenience,interactivity,decentralization and fragmentation.Network information has achieved fission-type dissemination relying on the development of Network technology.All of the above provide convenient conditions for the generation and proliferation of network rumors.A large number of network rumors are flooded in the network space,causing serious interference to the public to correctly identify the authenticity of network information to obtain real and effective network information.How to improve the public's willingness and ability to discern network information actively,and then promote the formation of public information discrimination behavior has become an important issue in the research of governance of network rumors.Network rumors not only cause serious interference to the public's access to information,but also seriously damage the government's public image,continuously destroy the social trust system,and even trigger a large-scale trust crisis to undermine social stability.In the face of the huge potential harm of network rumors,all circles of society at home and abroad have also made suggestions and suggestions,and proposed various measures for the management of network rumors from different perspectives,in order to achieve effective management of network rumors.In this context,this study combines the growth and spread of network rumors to explore the influencing factors of public's network rumors recognition intention,and on this basis,put forward corresponding measures for the prevention of network rumors for reference.Based on extensive research on existing literature,this study integrates relevant theoretical achievements such as planned behavior theory,protective behavior decision theory,protection motivation theory,social capital theory and deterrence theory,and extracts behavior attitudes,information channels and protection Six explanatory variables,including motivation,risk perception,social capital,and punishment constraints,construct a network rumor discriminating factor model of behavioral willingness and propose corresponding research hypotheses.Based on this model,the corresponding questionnaire was designed and distributed with the help of the questionnaire star platform,a total of 400 valid questionnaire data was recovered,and tools such as Excel,SPSS25.0,Amos and other tools were used to perform descriptive statistics,reliability and validity tests on the data,and related Analysis,homology deviation test,structural equation model test and other in-depth analysis,according to the data analysis results,explored the influencing factors of network rumors recognition intention.In addition,the existing research results have confirmed that rumor-repelling information has a positive effect on the governance of network rumors.In order to explore the effect of rumor information on network rumor discrimination behavior,this paper introduces three groups of Solomon's control experiment methods,and divides 45 subjects into control group,rumor group and post-test group for comparative experiments to explore the network rumor information The effect of repelling rumors is to exert the effective effect of repelling information on the willingness to discern the behavior of network rumors,so as to achieve the purpose of governance of network rumors.The results of the study show that recognition intention of network rumors is affected by many factors.Among these factors,behavior attitude,information channels,protection motivation,social capital,and punishment constraints have a direct positive effect on network rumors recognition intention;Social capital negatively affects risk perception;Repelling rumors information has a significant effect on reducing the public's level of confidence in network rumors and increasing the recognition intention of network rumors.On the basis of the research conclusions,put forward suggestions on the governance of network rumors,including:the government should strengthen publicity and education to continuously change the public's attitude towards network rumors and raise public awareness of network rumors and their harm;Based on the three dimensions of social capital,strengthen and improve the network information communication mechanism to reduce the spread of network rumors due to information asymmetry;From the three perspectives of the government,mass media and interpersonal networks,improve the efficient and authoritative information channels and give full play to the effectiveness of the rumor information;Emphasize the harmfulness of network rumors and enhance public risk perception and prevention awareness;Strengthen and improve the punishment mechanism for network rumors,and strengthen the education of citizens on legal popularization and information behavior guidance.
