The proportion of high-level education in the ranks of medical staff in China is not high nowadays.Most of the medical staff graduated from technical secondary school.Therefore,the lack of highly educated personnel is the main problem in the process of improving the level of primary medical services in China.In view of the characteristics of the shortage of high-quality talents in primary medical units in Fujian Province,we can meet the strong demand for high-quality talents from primary medical units in Fujian Province and relieve the low employment of graduates from medical vocational colleges by strengthening the implementation of employment policies.However,there exist problems in the implementation of employment policies for graduates of medical vocational colleges in Fujian Province,such as symbolic implementation policies,wait-and-see implementation and copying implementation.Therefore,this paper studies the implementation deviation of employment policies for graduates of medical vocational colleges in Fujian Province.In the course of the thesis research,various ways were used,like the Smith model,case study method,interview method,questionnaire survey method,specifically through the questionnaire survey of college students who have graduated or about to graduate from Quanzhou Medical College,as well as the results of the interviews among the government and school staff ? medical units to analyze the deviations in the implementation of employment policies for graduates of medical vocational colleges in Fujian Province.After investigation and research,it was found that the employment policy of graduates from medical vocational colleges in Fujian Province has experienced deviations in the implementation of the symbolic,wait-and-see and copying policies in the implementation of Quanzhou Medical College.The reasons for these deviations are inadequate employment policies,inadequate performance of the responsibilities of policy enforcement agencies,incomplete understanding of policies by target groups,and insufficient policy implementation environment.Based on this,this paper believes that the employment policy itself,the policy implementation agency,the target group,and the policy environment should be used to correct the deviations in the implementation of employment policies for graduates of medical vocational colleges in Fujian Province.The specific corrective measures are as follows: establishment of the scientific and comprehensive employment policies,improvement of the self-construction of policy implementation agencies,more awareness of target groups,and improvement of the policy execution environment.
