In our country since 1999 for the massive expansion of higher education,more than a decade of higher education scale sharply increased year by year,the number of college graduates also showed a trend of rapid growth.Since 2003, in the central and local government rolled out a series of policies,college graduates employment difficult problem is settled to a certain extent,but civil servants, enter oneself for an examination institution "overheating", countries strongly advocated various grass-roots employment "too cold";unit of choose and employ persons "hire difficult" on the one hand, on the one hand, chasing "talent high consumption";each college is released “ The Annual Report on Employment Quality ”,for the road to employment difficulties of graduates to apply for a job also feeling "clueless" and so on all kinds of contradictions are still outstanding.College graduates employment policy goals without the phenomenon of full implementation in the reality, let us to rethink the employment of university graduates policy execution problems.One provincial local colleges located in Sichuan province, with graduates overall size is big, family economic difficulties, the cultural capital ratio is big, weak graduates minority graduates more wait for a characteristic, at the same time, facing national and multiple graduate employment policy in Sichuan province.Therefore, this study selected the local colleges and universities to analyzes the implementation process of the graduate employment policy and realistic, to graduate employment policy in local colleges also aims to provide policymakers with the execution of and creation thinking.This paper uses literature method, interview method, text analysis method, the policy of employment of college graduates in the institutional change and the contentsystem on the basis of carding,based on the contradictions in the noted above reality,and selection of college graduates employment policies in the representative and typicality of three cases:the basic unit employment policy,the open recruitment,recruitment policy graduates employment difficult to support,Based on in the implementation of the policy content, policy implementation effect, experience and the analysis of the problems and the reasons, to present the local characteristics of policy implementation of local college graduates employment, experience and wisdom to create.Finally, an overall reflection of local college graduates employment policies,including the policy execution behavior, policy ideas and content, the organization structure and operation mechanism in the policy execution and policy implementation in the fairness and quality of conflict and harmony, as well as the employment of university graduates to recruit students with the perspective of the influence of the talent training in thinking.In this paper, through the study found that the policy itself, organization operation,values and has important effect on employment policy implementation effect, need to both countries, college and graduate,need to both countries, college and graduate, in different policy content and each have emphasize particularly on the execution of policy is the most effective way of landing.And consideration and balance the needs of the three, often make local colleges in a fair and quality, to adapt to social development and meet the dilemma of human development.Therefore, graduate employment policy research for thinking about fairness and quality, to stand in the export of talent training and employment labor market position of connecting to the perspective of local university reform and development is of great significance.The author thinks that the employment fairness aptness needs to pursue equality, at the same time, quality, three goals, namely in the pursuit of equal rights and equal opportunity of obtaining employment of the graduates, on the basis of constantly improve and expand, to further promote justice as the core value orientation, make the most suitable graduates into the most suitable jobs, and to ensure that graduates on jobs to get more effective development opportunities.The author also think that local university personnel training to both adaptation and transcendence, which meet the needs of the government and the market adaptability, transcendence that meet people’s rational development.
