The "Opinions on the Full Implementation of Budget Performance Management" issued by the Central Committee of the Communist Party of China in 2018 raised budget performance management to an unprecedented level,and financial performance evaluation is its value tool and a breakthrough and effective way to fully implement budget performance management.China's education expenditure is the largest fiscal expenditure,and it also belongs to the basic category of budget performance management.Taking education expenditure as the starting point and focusing on the promotion of comprehensive budget performance management,the logic is to start the evaluation of education expenditure performance.The performance evaluation of education funds points to multiple dimensions,and its core dimension is public satisfaction,because the public is the ultimate evaluation subject of the performance of education funds."Managing people's satisfaction education" is the basic direction and ultimate goal of education development and financial investment.The focus of performance evaluation of education funds is on public education satisfaction,which is in line with the value orientation of performance evaluation.The study mainly discusses three issues: one is the current state of public satisfaction in the evaluation of education funding performance;the second is to measure the level of satisfaction and analyze the influencing factors.Using the multi-level linear model(HLM)to analyze the effect of individual and regional variables on public education satisfaction,and found existing problems;third,based on the empirical results of Guangdong,to explore how to achieve more "civic satisfaction" in the evaluation of education funding performance"aims.The results of a sample survey of public education satisfaction in 21 cities in Guangdong Province show that the overall level of public education satisfaction is not high,and the education satisfaction among the cities is uneven.Overall,the education satisfaction in eastern cities is higher than that in midwest cities.The results of the multi-level linear model show that the reasons for the difference in public satisfactionmainly come from the individual level rather than the regional level;the household registration,family annual income,and academic factors in the individual level variables significantly affect education satisfaction;GDP and The growth rates of general public budget education expenditures and compulsory education expenditures significantly affect public education satisfaction;city-level variables can regulate the impact of individual levels on education satisfaction.From the empirical results,we can find the existing problems of education funding: education satisfaction is not high and uneven,the scale of education funding is insufficient,and the structure of education funding is not reasonable.Based on the existing problems,to improve the performance of education funds and public education satisfaction,one is to further increase investment in education;the second is to promote the balanced development of the regional economy;the third is to optimize the structure of education investment segments;the fourth is to focus on improving the status of education of non-hukou population The fifth is to improve the satisfaction of grassroots government education performance.Finally,further thinking on a number of issues,including the scientific and rationality of public satisfaction surveys,social environment optimization,application of results,improvement of education satisfaction performance and improvement of education funding performance evaluation system,etc.
