Research On The Application Of Performance Evaluation Of University Education Funds Based On Strategic Orientation

40 years of Reform and Opening up,higher education in China has made great development,a higher education funding system that is based on the nature of educational services and national conditions,giving priority to government input and multi-channel input has formed,the total amount and proportion of higher education funding has increased year by year.Higher education has generally changed from the stage of extended development to the stage of connotative development,paying attention to updating development concept and upgrading quality of education becomes a new subject,however,the lack of total investment in education funding and low efficiency of use are still the important factors hindering the development of higher education in China.Under the premise of the total available funding,scientifically optimize the allocation of educational resources and the efficient use of limited funds become the key to the development of higher education,it's necessary to construct a scientific and reasonable performance evaluation system for education funding according to the actual situation and development strategy of colleges and universities.Currently,colleges and universities in China are generally carrying out research and exploration on the performance evaluation of educational funding.But most of them are not closely integrated with the development strategy of colleges and universities,the performance evaluation system that is lack of objectivity and effectiveness is also less operability,and restricts the full development of educational funding performance evaluation.Therefore,After analyzing and exploring the above problems,this paper attempts to combine the development strategy of M colleges to design a set of appraisal and performance evaluation index system for education funding,improve the transparency and use efficiency of M college,and effectively alleviate the contradiction between the investment and development of colleges,and set an example for other universities.This paper uses a combination of literature research and case analysis,firstly defining the related concepts of college education funding,performance evaluation and so on,analyzing the main problems in the performance evaluation of M college education funding.Then exploring and constructing the performance evaluation index system of higher education funding in M college from input-output theory,M college 's development strategy and planning,performance evaluation principles,evaluation indicators and so on.Lastly,according to the actual situation of M college,using the analytic hierarchy process and efficacy coefficient method to evaluate the performance of higher education funding inM college.
