Study On The Implementation Of Employment Support Policy In Hui'an County

China has paid more and more attention to employment.Since the 21 st century,a series of positive changes have taken place in the National Employment Strategy and policy.The report of the 19 th National Congress emphasizes that "employment is the greatest livelihood for the people." The State Council Stresses Employment In an almost annual "national development" document,and for the first time in 2019,the employment priority policy was designed at the macro-policy level.This paper studies the implementation of Employment Support Policy for the group with employment difficulties in Huian county by using the horn-mitt model,literature research,interview and questionnaire survey.The study found that,there are six problems in the implementation of the employment support policy in Huian County: the Policy Implementation Target and standard setting are not "grounded" enough,the policy implementation resources are not balanced,the effect of the Policy Implementation Way is not obvious,the environment of the Policy Implementation System is "obstacle",the organization vitality of the Policy Implementation Organization is insufficient,and the executive personnel's value orientation is biased,etc..In view of these problems,the paper puts forward three suggestions for improvement: optimizing the policy objectives,improving the implementation mode,making rational use of resources,eliminating employment barriers,optimizing the establishment of institutions,and enhancing the cognition of personnel.The research value of this paper is mainly reflected in: the method of analyzing the implementation of county-level employment support policy with horn-meter model is more systematic,logical and operational,it provides a new frame analysis mode for the improvement of the employment support policy at the county level.
