The equity of educational resources is the basis of realizing educational equity.In order to promote educational equity,the state has taken a variety of measures to increase investment in basic education,vigorously promoted the balanced development of education,and achieved remarkable results in the balanced development of compulsory education.The gap of "hardware" of educational resources among counties has been decreasing.Therefore,the "software" aspect of primary and secondary school teachers educational resources has become the main factor restricting the balanced development of current education.Based on this,China began to implement the policy of "county management and school employment" in some areas in 2015,aiming to promote the flow of teachers by changing the way of teacher management.The policy of "county management and school employment" is an innovation of teacher management system based on China's national conditions.It is a reform of personnel management system that transforms "school personnel" into "system personnel".It is also a guarantee to promote the implementation of teacher exchange and job rotation.It is an important measure to solve the imbalance of teacher development in the stage of compulsory education and further promote the balance of compulsory education.Under the wave of national and provincial policy reform of "county management and school employment",based on the superior policy,combined with the basic situation of balanced development of compulsory education in Z County,the policy of "county management and school employment" was formulated,and the policy of "county management and school employment" was formally implemented in the county since 2016.In order to more comprehensively understand and analyze the implementation of the policy of "county management and school employment" in Z County,this paper adopts the methods of questionnaire and personal interview.Firstly,it makes a comprehensive understanding of the basic contents of the policy text since the implementation of "county management and school employment" in Z County.The second is to understand the current situation of the implementation of the policy,summarize the implementation effect of the policy in Z County,explore the problems existing in the implementation process and analyze the reasons,and make a systematic empirical study on the implementation of the policy.On this basis,this paper puts forward the following countermeasures and suggestions for the implementation of the policy: first,revise the relevant policy text and improve the teacher management system;second,change the policy implementation mode and optimize the policy implementation environment;third,establish and improve the supervision and evaluation mechanism to protect the legitimate rights and interests of teachers.
