Research On The Operation Mechanism Of Wushu Sites From The Perspective Of Community Governance

Community sports organizations are the basis for community residents to participate in sports activities,and are the bridges and bonds for residents to express their sports needs and wishes to the government.The direct participation of residents in community sports governance is an important way to promote community development.Martial arts sites are all around the residents,which is a fitness organization that facilitates residents to carry out physical exercises directly and conveniently.Beibei has a profound heritage of martial arts,and martial arts sites are dotted.At present,most scholars conduct research from a macro perspective,and the focus of attention is on the role of non-profit sports organizations in today's social sports field and the development dilemma and countermeasures.The role played by sports social organizations in the process of social governance is unquestionable,and community governance is an important part of social governance.The Third Plenary Session of the Eighteenth Central Committee pointed out that social governance requires the participation of all aspects of society,emphasizing the need to fully stimulate the vitality of social organizations,and the services and solutions that can be provided by social organizations are borne by social organizations.After the above-mentioned new governance theory was put forward,the research on mass sports organizations with the characteristics of autonomy and good governance suddenly emerged,and the research value of martial arts sites was also demonstrated.The martial arts site is the smallest unit of mass martial arts organizations in urban communities.It is an important channel for martial arts inheritance and national fitness.It is also one of the important contents of community governance today.There is no doubt that the martial arts site has played an important role in community governance,so how exactly does it play a role?This study uses the literature method to search and reference relevant literature in the Southwest University Library,HowNet,Wanfang and other databases.Using the participatory observation and semi-structured interview method in the field survey method to study the operation mechanism of the martial arts station inBeibei District,the research conclusions are as follows:(1)Wushu sites have five basic characteristics: 1.Organizational structure:reflected in the site's certain system and structure;2.Non-profitability: reflected in the main purpose of not making profits,but mainly providing public welfare services Goal;3.Non-government: The site appears in a private form and does not represent the country's position;4.Autonomy: The site handles internal related affairs alone;5.Voluntary: Shows that the members of the organization are not under certain pressure or instructions from the outside world Forced to join,but voluntarily join,voluntarily withdraw,without any responsibility or interest.(2)The formation of martial arts sites has both external and internal motivation.External macro aspects: China's social and economic system has changed from a planned economy to a market economy.The differentiation of the sports organization management system has provided a certain space for the formation of martial arts sites;further economic development,continuous improvement of productivity,and continuous growth of economic benefits have provided martial arts.The formation of the site provides material security and suitable soil;the continuous improvement of community services provides an environmental foundation for the formation of martial arts sites.Internal factors:The improvement of community sports facilities provides a material guarantee for the formation of martial arts sites;residents' demand for a sense of belonging is the psychological cause of the formation of martial arts sites;common interests and hobbies are the prerequisites for the formation of martial arts sites.(3)The running elements of martial arts sites include five aspects.1.Personnel elements,the webmaster plays the role of the core person in the organization and operation;2.Decision elements,site decision-making content includes the time,place,content and site membership fees of the practice activities;3.Resource elements,site resources Including manpower,material resources,and financial resources.The manpower of the site mainly includes site ordinary members,webmasters,and social instructors who guide them.Material resources mainly refer to practice venues,and financial resources mainly refer to site activity funds;Including external contact and internal contact.The way of internal and external contact is mainly by phone or WeChat;Fifth,governance elements,the internal governance of the site is mainly based on the flexible autonomy within the site,and the external governance is mainly based on the recommended management of themilitary association on the site.(4)The operation mechanism of the martial arts site is based on the external social environment and internal self-demand,on the basis of geography and interest,the site personnel first combine into a group with martial arts hobbies,and then the participants make decisions through the site decision The content,time and location of the event,according to the situation of the event,obtain or raise the venue or funds needed for the event,carry out the orderly development of the event with the support of the organization management and incentive guide,and finally seek the interaction with the government department The long-term development of martial arts sites provides entertainment and fitness services for site personnel or community members,and ultimately promotes community construction and cultural heritage.(5)The martial arts sites face difficulties such as illegality,weak development foundation,insufficient social resources,and incomplete monitoring and evaluation system during the development process.In order to further develop martial arts sites,the government should improve relevant laws and regulations to promote the legitimacy of the site;introduce professional talents,increase the construction of public sports facilities,and meet the needs of martial arts site exercise facilities;refine the evaluation indicators,and participate in evaluation and supervision by the government;Expand the site's publicity and increase its influence.
