From The Micro Organization To The Coalition Organization:Governance Mechanism Research On Common Resources Of The Community

Common resources, as a "competitive"and "non-exclusive resources", are free to use by all the social members. The use of the broad subject and competition between each user produced a series of problems, such as the tragedy of the Commons. How to realizing the effective governance of the common resources become the common problem of the society and academia. In present,we has formed mainly three kinds of governance model:share resources privatization model, governance model, self-organizing governance mode, especially Elinor ostrom had founded an self-organizing governance patterns, which has caused a huge response.Treating community sharing resources governance practices as the research topic, the author has discussed that how to realize the effective governance of the sharing resources in community. In order to achieve unity the theory and the practice, the author has conducted investigate in D community,some people such as the D community residents committee director, deputy director of the staff, the coalition organization director ding, group leaders, head part of the square dance team and community residents has been conducted in-depth interviews, and view the documents of community neighborhood committees and the coalition organization governance the Shared square.The author has a certainty integrity about the process of community governance Shared squareBased on self-organizing governance perspective,the author describes in detail the community sharing square from the scramble to get along and put forwards that governance sharing resources in community needing effective negotiation.Using the open space technology meeting, participatory demand survey methods of community governance professional techniques and methods to achieve the organization integration, which made up for the limitations of previous organizations dispersed consultation.we has got a series of consultation results,realize that the community square dance teams are happy together in sharing square of community and community sharing resources get effective to governance.In this paper, the author through the angle of the system construction rather than resource supply to solve the problem of share resources which are in short supply.Governing the sharing resources of community need the effective negotiation of relevant interest groups and from organization scattered consultation to consultation organization integration.Through innovative negotiation we obtain a series of consensus, including implements the consultation of maximum likelihood,which realizing the effective governance of the community sharing resources. This paper, in a sense, enrich the theory of self-organizing governance of Elinor ostrom.This paper has arrived at three conclusions:first, governing the community sharing resources needs related interest subjects to effective negotiation; Second, in the process of management the sharing resources of community, organization integration of consultation is more effective than disorganized consultation; Third, the community elite play a positive role in the process of governance common resource.
