Rural elementary school teachers are the backbone of rural education.In order to improve the enthusiasm of rural teachers in teaching,Shandong Province encourages rural teachers to achieve high-level development and retain educational talents.A series of reform measures were proposed for the promotion of rural teachers' professional titles,including the policy of direct evaluation and direct employment of rural teachers,and the policy of the evaluation of senior professional titles of primary and secondary school teachers.With the advancement of the title policy for rural primary school teachers,the main body of policy implementation has been transferred from the province to the city with districts.In order to make the research closer to the reality at the grass-roots level,this article takes Zibo as an example,using the literature method,questionnaire survey method and interview method and other research methods,the survey selected 135 teachers of different scale rural primary schools in four different districts and counties in Zibo City as the research object.The implementation of the policy of direct assessment and direct employment of rural elementary school teachers at the current stage was studied,with the aim of identifying outstanding problems in the promotion of rural elementary school teacher titles and making targeted improvements.By sorting out the reform direction of the promotion of professional titles of rural primary schools in Shandong Province,we understand that the subject of post-delegation evaluation is the rural primary schools and district and county education management departments,which is mainly responsible for the formulation of the evaluation of professional titles and the evaluation of professional titles of teachers.Based on this background,this article studies the promotion status of teachers' professional titles after delegating the professional title evaluation authority from the micro level.Through the analysis of the survey results,it is found that there are unreasonable professional title evaluation schemes for the promotion of professional titles in rural primary schools.The promotion of professional titles causes some teachers to face high competition pressure,the school title evaluation and supervision mechanism is not perfect,and the incentive measures for promoted teachers are not perfect.This article will provide targeted suggestions based on theexisting problems in the promotion of rural primary school teachers 'professional titles,specifically starting from the following four aspects.First,improve the professional titles by optimizing the application of various assessment results and deepening the participation of teachers in the professional title evaluation program.Review plan.Second,ease the promotion pressure of rural elementary school teachers by helping teachers solve the promotion problems.Third,through the establishment and improvement of the title supervision mechanism,the establishment of a title title supervision mechanism within the school,and the diversification of the supervision body outside the school to achieve open and transparent promotion of title.Fourth,implement the incentive measures for newly promoted teachers by improving the post-employment evaluation mechanism and drawing on the hierarchical appointment system with local characteristics to help them improve their ability to respond to reform and development.At present,most of the problems in the promotion of rural primary school teacher titles are solved by the school and the education management department.Therefore,this article aims to clarify the responsibilities of the rural primary schools and district and county education management departments to ensure the smooth development of the rural primary school teacher title promotion.Safeguard the interests of the majority of rural primary school teachers with professional titles.
