As a significant measure taken by the government, professional titles can motivate teachers to improve their professional skills, stabilize the faculty team and guide the talents positively. It is of great significance to implement evaluation job rigorously and scientifically, for it can motivate teachers to teach, to be devoted to pedagogical reform, to improve teaching quality and to cultivate high-quality students. As an important part of the faculty construction, evaluation of professional titles in universities has caught much attentions of teachers. However, it is also a difficulty. If the evaluation isn’t rational, scientific, normative and rigorous, it can directly influence teachers’ enthusiasm, faculty’s stability and development. Establishing a scientific, normative, rigorous, rational and perfect promotion system for teachers has an obvious role in promoting teachers’ self-development, improving the quality of college teachers, optimizing allocation of human resources, construction of faulty and administration.Based on the basic theory of human resource management, humanistic hypothesis and motivation theory, we did a research in the systems of promoting teachers’ professional title home and abroad. Starting from the current promotion system in Shanghai University of Traditional Chinese Medicine(SHTCM), we studied the evolution of the promotion system in SHTCM and analyzed the problems in the current system by comparison. Through deep thinking and researching, summary and cause analysis, we put forward some suggestions to perfect the promotion system in SHTCM.Evaluation of professional titles is a great leverage for talents cultivation. It is closely linked with the criteria, process and system of evaluation. Today, human resource is the first resource that we should give priority to develop. Thus, it is necessary and urgent to establish a sound evaluation system for professional titles. Only when a rational, scientific and fair promotion system is established, can we ensure the development and growth of talents of TCM and make TCM culture a contribution to the great rejuvenation of China.
