Study On Government Statistics Problems In The Fourth National Economic Census Of Inner Mongolia

Economic census,which is a relevant survey of China's national conditions and national power.As a large government statistical activity for every five years,economic census undertakes the significant tasks of national statistical reform.Firstly,to advance the reform of national economic accounting.Secondly,to speed up the construction of a modern statistical survey system.Based on the national development of information technology and network technology,the fourth national economic census contains many concepts and practices of modern government governance from the perspective of national top-level program system design.Economic census as an important activity of government statistics and government statistics function,which include several characteristics,such as extensive areas,diverse census objects and active economic development.Thus,under the China's complicated background,how to organize and implement the economic census in a efficient and orderly way is a complex system.The purpose of this research is to analyze the issues in the process of organizing and implement economic census activities by local governments(taking Inner Mongolia as an example).Also,this paper aims to improve the economic census activities by government statistical departments to ensure the quality of economic census data.First of all,this research compares and sorts out several influential views of public governance argument in the new public management theory by literature research and comparison.In addition,this study taking the part suitable for China's national conditions as the theoretical basis,and redefines the economic census.Economic census is the public service activities under the government statistics that the comprehensively exercise of the statistical function.It is an important manifestation of the government's activities of the economic management function.Also,it is an manifestation of big data,production,and processing process.National governments needs to organizing and implementing from the perspective of overall governance or pluralistic governance.So,the government can achieve the pluralistic values goal of serving the government's decision-making department and the public.Economic census,which has the attribute of public management and the structure of it is the network governance structure.National government should play a governance role by adopt governance methods of cooperative and big data to create public value and meet the diversified demands.The government should consider all aspects to ensure that the final results of economic census are credible and to improve the credibility of government statistics and even local government.Secondly,this study summarized the status and characteristics of forth economic census in Inner Mongolia.The research pointed out some issues are influence on the Inner Mongolia's economic census,which include lack of positive public attention to the economic census,the statistic department of Inner Mongolia government is under pressure during economic transition,lack of power of primary level of statistical department,negative factors of census objects and lack of government's internal control in the process of economic census.Finally,the study put forward issues and analyzed causes of Inner Mongolia's economic census.Also,this research gave the according strategies and suggestions in the improvement of economic census to improving the level of Inner Mongolia government statistics work.Firstly,local government statistics department should positively change their concepts in economic census.The government should fully understand the complexity and systematization of economic census and they need to fully recognize only total quality management is the only way to ensure the data quality.Moreover,local government should establish a serious modern statistical concepts.Secondly,the government should constantly improve the credibility of local government statistics work.Thirdly,local government should continually improve the statistical execution ability of basic level,especially in strengthen statistical law enforcement.In addition,to enhance the coordination and oneness of local government statistics and improve the ability of integrate resources,which are significant part to make sure efficient and high quality government statistical census activities,such as economic census.Finally,the statistics department of Inner Mongolia government must give full play to its own functions in order to meet the higher requirements of the public on government statistics work.
