Study On The Dilemma And Optimal Path Of Community Sports Governance In Beijing

With the development of national economy and the deepening of social reform,the social management of our country has gradually changed from single management mode to multi-management mode,the government is no longer the only main body to participate in community governance,and the multi-subject participation in cooperative governance mode has gradually become a new trend.How to provide better sports services to the community residents and how to give full play to the basic function of community sports in urban community sports governance is an important topic for us to study community sports governance.Beijing is the capital of our country,and it is one of the earlier and better areas of urban community sports development in the country.Its community sports governance has accumulated some achievements and experience,but the gradual expansion of urban scale and the change of social structure have led to the increasingly complex situation of community sports governance.At present,it is very necessary to study and analyze the governance of community sports in Beijing,and the good development of community sports ensures the happiness index and fitness demand of residents' life.The author makes a comprehensive and systematic analysis and arrangement of the community governance situation that has been carried out in each urban area of Beijing,and also makes field visits to the areas such as Dahongmen Street,Yongwai Street,North Taipingzhuang Street and Wang Xinzhuang Town,and records the real community governance situation in this survey.This paper first introduces the background of community sports governance in Beijing,summarizes the efforts and achievements made by Beijing Sports Bureau to community sports,and makes a general introduction to the current situation of community sports governance in Beijing.Secondly,the author summarizes the core concept and theoretical basis of community sports governance,and studies the community sports governance in Beijing later research provides theoretical support.Finally,by summarizing the problems and actual situation of residents' reaction during the visit,using the methods of literature,field investigation and interview,the author concludes that there are some difficulties in governance in Beijing: there is a gap between the goal orientation of community sports governance and the reality of social development,the traditional residual sports management system limits the effective implementation of grass-roots sports policy,the imbalance of multi-subject structure makes community sports governance more difficult and the allocation of community sports resources is not balanced.In view of these contradictions,the author puts forward the relevant optimization path: that is,advocating the realization of community sportsgovernance modernization,Improve the supervision mechanism of policies and regulations;clarify the responsibilities of the main body of governance,realize the return of governance functions;promote the process of instructor construction,build a human resources linkage mechanism;improve the network management of community sports organizations,widely carry out mass events;establish a purchase service system,improve the fund raising mechanism.It is hoped that the above research results can provide some feasible countermeasures for other urban community sports governance construction.
