Study On Management Problems And Approaches Of Zhengzhou Community Sports Volunteers

Community sports volunteers are an important guarantee for the fitness of community residents.Constructing the governance path of community sports volunteers under the rule of law can not only promote the standardized and efficient development of community sports volunteer service,but also promote the high-quality development of community sports volunteers.Therefore,the purpose of this study is to find the problems existing in the governance of community sports volunteers,deeply analyze the causes of the governance problems of community sports volunteers,and build a diversified governance path for community sports volunteers suitable for China’s national conditions.Make community sports volunteers move forward along the track of rule of law.This paper takes the governance problems and approaches of zhengzhou community sports volunteers as the research object.By using the methods of questionnaire survey and interview,the managers,sports volunteers and community sports participants of urban community sports volunteer service in the third ring of jinshui district,Zhongyuan District,Guancheng District,Erqi District and Huiji District of zhengzhou city were deeply investigated.Through investigation and data analysis,conclusions are drawn from the following four aspects:(1)The proportion of professional community sports volunteers in Zhengzhou is low,and the duration of community sports volunteer service does not meet the assessment standard,and the quality and service frequency of community sports volunteers cannot meet the needs of community sports volunteer service.The proportion of full-time managers of community sports volunteer service is very low,the quantity and quality of community sports volunteer service managers can not meet the needs of community sports volunteer service.(2)The governance problems of community sports volunteers in Zhengzhou are as follows: the governance body of community sports volunteers is single,the governance orientation is unclear,and the governance procedure is missing.The governance mechanism of community sports volunteers’ registration and training is of low effectiveness,the governance mechanism of mobilization and participation is administrative,and the governance mechanism of incentive and evaluation is not in place.The goal of community sports volunteer governance service system is not clear,the contradiction between supply and demand is prominent,and the guarantee is not in place.(3)The causes of governance problems of community sports volunteers in Zhengzhou city are lack of legal system and weak legal concept of community sports volunteers.Participation consciousness is not high,theoretical research is insufficient;Lack of legal protection,lack of governance experience.(4)The governance path of community sports volunteers in Zhengzhou is constructed by combining the Sports Law and voluntary Service Regulations.The governance path of community sports volunteers in Zhengzhou is constructed by perfecting the functions,procedures and control mechanism of governance institutions.By innovating the governance mechanism of intelligent community sports volunteers,improving the integration and incentive of community sports volunteers,strengthening the evaluation and supervision of community sports volunteers,the governance path of Zhengzhou community sports volunteers governance mechanism is constructed.By clarifying the goal and orientation of community sports volunteers,improving the service content of community sports volunteers and perfecting the security system of community sports volunteers,the governance path of zhengzhou community sports volunteers governance service system is constructed.
