Internet Public Space Recreates Rural Publicness

Western public sphere research and publicness research are mostly based on the opposition between the state and society,while the non-confrontational context of the state and society has derived a pragmatic public construction model with the state and government as the main body in East Asian society.In China,it means that administrative power is the main carrier of publicness construction.In rural China,public space is the generation space of village publicness.Historically,its functions were performed by the traditional clan structure and the power of the state integrating the rural society.They act as an Intermediate structure between the state and the individual,then provide possibilities for village communication and collective action.Since modern times,these two strength have exited one after another.The underdeveloped and conservative Village Committees maintain the low-level operation of atomic village public life,and the rural public space has a crisis of decline.In internet age,the "administrative exogenous" internet public space replaces the traditional village public space and become a new space reproducting village social connection,carrying village public affairs and stimulating grassroots social governance under the background of the serious loss of rural villagers.Tt has recreated rural publicness.The thesis reveals the progress that the village-level WeChat group reconstructe village publicness from the following three aspects.First of all,it is manifested in the internet public space's replication and extension of the traditional acquaintance society.The village-level WeChat group realizes the internet aggregation of atomized and discrete villagers,giving birth to the villager's social actions and economic life,thereby strengthening and generating new interpersonal and collective action capabilities of the village,and promoting the reproduction of village social connections.Secondly,in the mobilization of the village's "anti-epidemic" public event,the internet public space of multiple subjects involved each villager in the vortex of the village public event which effectively realized the confirmation between the transfer experience and local experience,the transformation of the subject in resource mobilization and the linking of resources across fields.The organization and mobilization of public incidents in the village contributed to the active construction of rural publicness.Both social forces and administrative forces have become important part of village public event mobilization,which has made up for the lack of effectiveness of a single administrative mobilization.Finally,the "administrative exogenous" cyber public space has become an important field of village grassroots governance.On the one hand,it has improved the resource allocation efficiency of public goods,on the other hand,it has balanced the power of rural field,which including grassroots public power,policy activists and state power.Internet public space has optimized the village governance structure."Extraneous administration" network public space is the witness of the rise of social information power and the challenge to traditional political power.In fact,its practice is not only the transcendence of the Western publicness construction concept,but also the transcendence of the Chinese traditional administrative publicness.It is a new path of publicness construction.In the long tern,this kind of bottom-up network information power structure and publicness construction idea may bring about the change of Chinese grass-roots social governance idea.However,it should be noted that the powerful power integration of the administrative bureaucracy system,as well as the negative resistance and risk aversion of the grass-roots public power,may lead to the closure of the public space again.It is a topic that needs further attention and reflection in the rural publicness construction and rural social governance research.
