The Publicness Lacking Of Urban Public Space And Governance

Publicness is the fundamental value of urban public space. Urban public space with publicness plays an important role in meeting public needs, promoting free and full development of humanity, highlighting the values of fairness and justice and rising social harmony. So, urban public space with publicness acts as an indispensable constituent part in urban developing progress. However, in the course of urban development, urban public space hasn’t worked in promotion of public life and the development of society. This suggests that of urban public space appears loss and deviation of publicness. Therefore, summarizing the appearance of public hiatus systematically, exploring the deep seated reasons and making for regress of publicness are keys to solve the problems of urban public space.Firstly, this paper compares public space with open space, wide space and public sphere by using the method of comparison, based on the relevant literatures in home and abroad. This paper also defines public space public covering social and political meanings, and points out that publicness is an indigenous property of public space, being different from other space forms. And then, expounding the connotation of publicness by explaining the value targets, principles and specific methods. And moreover, the system of publicness consists of its essential and promoting factors.Secondly, urban public space can’t show its publicness spontaneously. Publicness of urban public space acting on public life is an inevitable choice to make publicness work, that is, the expression mechanism of publicness. The mechanism revealing the full path of how publicness works is a process of "attracting-developing-adjusting-shaping". Through this path, publicness and public life establish the framework of "connotation to expression".Finally, although the urban public space appears many derivative forms, urban streets and squares are still irreplaceable places for public activities. Therefore, urban streets and squares are the typical forms of urban space. In the analysis of publicness problems in these two kinds of spaces, this paper emphasizes the lack of openness, accessibility, equality of people, attractiveness, and so on, summarizing that the insufficient understanding of publicness, the lack of publicness and obstructed expression mechanism are the main reasons. At last, to solve the publicness problems of urban space, promote the healthy public life and make society develop harmoniously, the framework covering development concepts, actions and concrete implementations has been proposed.
