In 1997,when the Asian financial crisis broke out,China began to experience economic phenomena such as deflation,insufficient domestic demand,and imbalance between supply and demand in the labor market.In 1999,in order to solve the economic and employment problems and realize the "soft landing" of economy,the Central Committee of the Communist Party of China decided to implement a large-scale university enrollment expansion policy in China.Since then,the finance of China has begun to increase support for higher education.The scale is basically in a state of rapid expansion.Based on the theoretical model created by scholars such as Lucas and Romer,this paper creates an empirical model and empirically tests the implementation of the university's enrollment expansion policy,providing a large amount of labor for the labor market,improving the quality of the labor force,and alleviating the labor force in China.It is irreplaceable for enrollment expansion in universities on the imbalance between supply and demand in the market,the role of improving production efficiency and promoting social and economic growth.At the same time,however,after more than ten years of enrollment expansion,the continuous large-scale university enrollment expansion policy and the universal direct financial allocation method inevitably brought some problems:first,the investment in higher education is difficult to meet the needs of the development of universities,and financial expenditure is insufficient;second,the charging policy of university is unreasonable,tuition fees account for a low proportion of colleges;third,higher education fees do not reflect the principle of “high quality and good price”;fourth,the utilization rate of colleges and universities is low,the quality of teaching is declining,and training standard is reduced;fifth,the matching of college enrollment structure and market talent demand is low;sixth,the distribution structure of education and financial expenditure is unreasonable,the connection between higher education and secondary education is poor,and the structure of talent cultivation is unreasonable.Through the empirical analysis of this paper and the problems existing in currentpolicy of financial expenditure of higher education,this paper believes that the path to further optimize the fiscal expenditure policy of higher education is: first,increase the support of the central and local governments to universities,through multiple forms of raising funds for higher education;second,improve the tuition policy of higher education institutions,determine the fees for universities based on the principle of “high quality and good price”,appropriately raise tuition fees for students,and reduce government financial pressures;third,improve the use efficiency of financial expenditure funds by higher education institutions;fourth,use financial subsidy policies to encourage private capital to develop higher education;fifth,increase the investment of financial expenditures in vocational education institutions;sixth,establish a performance evaluation system for financial expenditures in higher education.
