The educational fund system of Yunnan province in the period of the Republic of China has its own evolution logic.The investigation of educational fund in Yunnan province in the period of the Republic of China is of great significance to the study of enriching the educational history of Yunnan province,and it can also bring some suggestions and enlightenment to the reform of the educational fund system today.Based on education funding sources,management and distribution of Yunnan province during the period of the Republic of China as the main research object,1912-1945 can be divided into three historical periods,The beginning of education fund system in Yunnan province(1912-1928): independent movement of education fund and development of education fund system(1929-1941): independence of education fund and stagnation of education fund system(1942-1945): loss of independence of education fund,analysis of the three stages in Yunnan province education funds raise main body,management institution,spending preferences.The period 1912-1928 was the beginning of the independent operation of education funds in Yunnan province,with the government as the center for fund raising.However,during this period,the education funds in Yunnan province were often occupied by military expenditure,education funds were scarce,teachers' salaries were often delayed,and government funds were limited.Education fund management organization chaos;the main input is primary education.In order to protect their own legitimate rights and interests,educators in Yunnan province launched the campaign of independent education funds,striving for independent education funds.1929-1941 was the development of education fund in Yunnan province during the period of independence.The main source of education fund was cigarette special donation income,which increased year by year.Gong Zizhi,director of the provincial department of education,reorganized the previous fund management lax state,set up a special fund management agency;the fund is mainly invested in secondary school and teacher education.From 1942 to 1945,the education fund of Yunnan province stagnated during the period when it lost its independence.The special donation of cigarettes was taken into the state administration.The income of education fund of Yunnan province decreased,which affected all kinds of education at all levels.Funds management presents a secondary financial system;expenditure remains focused on secondary education.Through investigating the educational fund system of Yunnan province in the period of the Republic of China,the author concludes the problems existing in the aspects of raising,managing and distributing: the government is "absent",and the non-government fund raising channel is single;management system disorder;In the allocation of funds,there is an imbalance of regional distribution,education expenditure and teachers' low salary.The enlightenment to the reform of educational expenditure system is put forward accordingly.First,clarify the main body of fund raising: government-led,open non-government channels to raise funds;second,improve the management mechanism: improve the efficiency of education funds;third,accurate allocation of funds: establish a fair and scientific allocation mechanism for education funds.
