Since the large-scale enrollment expansion of China’s universities in 1999,the number of university enrollment has maintained a rapid growth.The gross enrollment rate of higher education increased from 9.8% in 1998 to 51.6% in 2019.The development of higher education in China has experienced the transformation from elite to popularization and then to universalization.In 2020 and 2021,the gross enrollment rate of higher education in China has reached 54.4% and 57.8%,making it the world’s largest higher education system.The“Post-universal education era” is an era of higher education with higher level and better quality.The growth of quantity and the expansion of scale do not mean the improvement of quality and efficiency.In the process of investment and use of educational funds in Chinese universities,especially in local universities,the shortage and unbalanced distribution of educational funds have become two major "bottlenecks" restricting the high-quality development of higher education in China.This thesis focuses on the allocation of educational resources and the funding of local universities and studies the adequacy and balance of the allocation of local university funds.Aiming at local universities in China,universities in Jiangxi Province and “C” university,this thesis studies the current situation of their educational funds allocation,in order to clarify the logic of educational funds allocation and policy motivation of local universities in China.By means of literature research,investigation and comparative research,this thesis reviews and sorts out the current situation of the allocation of educational funds in local universities in China,and points out that there are some problems in the allocation of educational funds in local universities in China,such as insufficient investment,single source,and significant gap between regions,universities,disciplines and specialties.Combining with the resource dependence theory,the principal-agent theory and the new institutionalism theory,this thesis further discusses the deep level higher education resource allocation mode,higher education market system and local higher education fund raising.Based on the experience of foreign higher education funds allocation,this thesis gives some suggestions on optimizing the allocation of local higher education funds in China from four aspects: system guarantee,institution construction,university running and funding system,project management and platform construction.
