With the rapid aging of the population in modern Japan,the pressure on education,medical care,economy and other aspects also increases sharply.From a medium and long-term perspective,the elderly after retirement receive learning activities and apply the knowledge they have learned and their own experience and technology to the society again,which will be an effective breakthrough for relieving social pressure.Therefore,how to adopt educational means and how the government promotes the development of education for the elderly are particularly critical.Based on this,the ministry of education and science of Japan promulgated the revitalization policy of education for the elderly.The formulation and implementation of the revitalization policy of education for the elderly closely fit with the new changes of Japanese society in the 21 st century.The biggest difference between education for the elderly in Japan and other stages of education is that the elderly receive education under the condition of government subsidies and semi-free,respecting and guaranteeing the right of the elderly to receive education for the elderly in Japan.China and Japan are both Asian countries and share certain similarities with Japan.However,on the whole,China's education for the elderly still has problems such as weak educational foundation,insufficient welfare and low level of development.First of all,this paper gives a brief overview of the development of education for the aged in Japan and summarizes its characteristics.Starting from the study of Japan's education policy for the aged combining with welfare--the policy for promoting education for the aged and relevant documents,this paper analyzes Japan's education for the aged and related welfare policies,and clarifies the inner concept and essence of "welfare".Then,I understand the background of the revitalization policy of education for the elderly--social education,and realize the importance of the integration of education policy for the elderly in Japan,which combines learning and well-being.In the whole policy,it can be divided into four aspects: target,key content,characteristics and implementation effect.At the goal level,the revitalization policy of education for the elderly is to focus on the spirit of the elderly,promote the integration of generations and rational development and utilization of human resources for the elderly,and encourage social participation.Level,in the important content of the education revitalization policy is put forward to deal with an ageing society,elderly people can show their ability to make progress,old values at Japan's aging population trends,innovation,the elderly and mutual assistance diversified development,community geriatric education policy formulation,implementation and well-being,and paying attention to the sociality of the curriculum and social education facilities of deep open;In terms of characteristics,the rejuvenating policy of education for the aged is the main body of education for the aged with diversified characteristics.The curriculum system of education for the aged is flexible,teaching methods are not in a pattern,and the comprehensive welfare for the aged and education for the aged are emphasized.In terms of the implementation effect,the overall implementation effect is good and detailed,which is mainly reflected in the achievement of the goals of the education revitalization policy for the elderly,the achievement of the plan,the effect of the practical support of learning results,the effect of practice,and the reevaluation of the cause of the education revitalization policy for the elderly and the effect of the improvement measures.At last,the author rethinks and analyzes the problems faced by the education for the aged in China,and seeks the ways to promote the development and improvement of the education for the aged in China.
