| Since Japan entered into low birth rate society,the elderly dependency ratio has been increasing gradually,it has brought great pressure to the Japanese economy.In order to alleviate the shortage of young and middle-aged labor as well as the pension burden.Since 1960 s,Japan has promulgated and revised laws and regulations concerning employment of the elderly to promote their employment issue.With the aggravation of aging in China,the population of the elderly is increasing as while.By 2050,it will be nearly 400 million.Aged 60 and above population will be occupied 31.2% of the total population.Aging population will cause more problems such as the shortage of young and middle labor and the serious pension burden.China should prepare for the issue of elderly employment and learn from the experience of Japan in the section of elderly employment,constitute the rationalization proposal on promoting domestic elderly employment as the same time.By using the theories of human capital,life cycle hypothesis and the theory of human needs during the research process,this paper focuses the study on Japanese elderly employment in its police,content and effect.it also comprehensively uses the methods of literature research,comparative studies,analysis of the status of aging,the economic status,employment field,employment ratio,employment intention and population quality of the elderly.This paper mainly analyzes the implementation of employment policy for the elderly in the process of the employment.This paper studies the effectiveness of the employment policy for the elderly in Japan,and its adjustment plan in the implementation process.It is concluded that the employment level and employment ratio of the Japanese elderly remain relatively high level.It is due to the guidance of the employment policy for the elderly in JapanThe achievement in Japan elderly employment is worthy of to learn.The formulation of laws and regulations,the employment channels and the quality of the elderly etc..Firstly,we should improve our national laws and regulations on the elderly employment to guarantee the legal rights and status of the elderly.Secondly,we should to improve the quality of the elderly population,in order to enhance the old human capital of their own stock;thirdly,explore the employment channels for the elderly and standardize the market for the elderly workers.Finally,the Government should give financial support to promote employment of the elderly with the implementation of employment policies and measures for the elderly. |
