In the party's 19~thh congress report,general secretary Xi Jinping mentioned 60“innovat ions”and 14“talents”respectively.innovation and talents have become more and more im portant in the country's development process.Innovative talents have also received cons tant attention from the Chinese government and become competing resources across the country.However,judging from the current distribution situation of innovative talents in China,the distribution of innovative talents in the whole country is relatively uneven.In fluenced by political,economic and policy factors,most innovative talents flow to Beijin g-centered political distribution centers or Shanghai-centered economically developed regi ons or Xinjiang-centered policies.Heilongjiang province is located in the northeast of ch ina.It is far away from the political center,lacks economic resources and talent policies.I t has certain disadvantages compared with other regions in the introduction,training,ser vice,motivation and management of innovative talents.In recent years,the Heilongjiang pr ovincial government has also adopted different measures to expand the reserve of innov ative talents in Heilongjiang province.However,the policy of innovative talents in Heilon gjiang province started late and is affected by various factors.It can't alleviate the short age of innovative talents in the region,but faces the problem of continuous loss of inno vative talents.Under the circumstances that political and economic factors will affect the development trend of Chinese society in the long run,optimizing the innovative talents policy is one of the good measures to improve the innovative talents system in Heilo ngjiang province,and it can also promote the development of innovative activities in He ilongjiang province.This paper uses literature analysis,qualitative and quantitative analysis,comparative a nalysis to study the formulation and implementation of innovative talents policy in Heil ongjiang province.According to the introduction time,quantity and type and tools of the innovative talents policy,the quantitative analysis of the policy shows that although the implementation of the innovative talents policy in Heilongjaing province has achieved certain results,there are still some problems:the introduction policy lacks resources to“a ttract talents”,“the cultivation policy”is simple in content,the service policy“retain talent s”is backward in treatment,the incentive policy“encourage talents”mechanism is single,an d the management policy“manage talents”boundaries overlap.The main reasons for thes e problems are the scarcity of the resources of"talent introducing",the backwardness of the condition of"educating talents",the sluggishness of the fund of"retaining talents",t he simplicity of thingking of"motivating talents"and the irrationality of the attitude"managing talents".Based on the advanced experience of Massachusetts,England,Japan,Tok yo metropolitan area and other foreign countries as well as Hubei,Beijing,Jiangsu and o ther domestic countries,and according to the actual situation in Heilongjiang province,thi s paper puts forward the countermeasures of establishing a three-dimensional talent intro duction policy,constructing a multi-angle talent training policy,perfecting a full range of talent service policies,optimizing high-paid talent incentive policies and implementing di versified talent management policies.
