| Since entering the new normal,innovation has become the first driving force for Chinese economic development.Innovative talents,the key of innovation,can achieve creative results and become an important resource for local competition.Talent development is a policy priority.Since the implementation of the innovation talent policy in 2006,the innovation talent policy has been greatly improved in both quantity and form.In particular,in recent years,various regions have realized the important role of talents,and issued policies to compete for talent resources in order to seize the opportunity in the transformation of regional development,and the war for talents has been increasing.However,in the process of talent competition and the development and management of innovative talent resources,there are obvious phenomena such as unbalanced distribution of innovative talents,serious brain drain,and insufficient role of innovative talents.Actually,the talent policy process is the process of policy tools.Nowadays,China has come into the new normal of the economy,innovative talent policy tools have become an important way and means to achieve national innovation-driven development goals during the economic shift,very important to the research of innovative talent policy tools.Classifying the innovative talent policy tools based on the talent incentive theory,the introduction of talent management process,establish a "Content-Process" compound model,from the innovative talent training and introduction,motivate and retain the four aspects of quantitative policy innovation talents,with deputy provincial city of Chengdu,Hangzhou and Dalian innovation talent policy text as the research object,three cities in the economic development level and geographic location and the talent supply and demand are each are not identical,including Chengdu and Hangzhou creative talents policy begun to take effect has the research value,can be represented in Dalian facing the economic transformation of the second-tier cities provide reference and reference.By Chengdu,Hangzhou and Dalian innovation talent policy comparative analysis,find out the characteristics of the current policy and laws,to point with surface,explain the irrational competition in the current innovative talents competition,especially as represented by the Dalian second-tier cities provide effective policy advice,help them improve the innovative talents policy tools,find the city edge,come up with a strategy of differentiation,matching area development,strengthen the policy effectiveness,and with the help of innovation of human resources,accelerate the transformation of local economies,enhance competitiveness.This dissertation consists of five parts,the first chapter is the introduction of this dissertation,introduces the background of this research,literature review around the world,research content and methods,also innovation points and disadvantages.Next chapter is the concepts and theories,explains the policy tools,talent management process and the concept of innovative talent policy used in this dissertation.On this basis,it makes a detailed explanation of the human capital theory,demand hierarchy theory and two-factor theory used in this dissertation.Chapter three data foundation for the construction of innovative talents policy and analysis method,based on the economy since the new normal 2014-2020,Chengdu,Hangzhou and Dalian three deputy provincial city 211 innovative talents policy as the research object,adopts content analysis and comparative analysis,to establish "Content-Process " two-dimensional analysis framework,the X dimension for health protection,service-oriented,incentive and developmental policy tools,Y dimension in the process of talent management talent cultivation,talent introduction,talent incentive,talent retention four links.On this basis,key words were defined,and use ATLAS.ti 8.0 to enter and code the innovative talent policies of the three cities.Then is the empirical method and compared analysis of innovative talent policy.This dissertation studies the distribution and promulgation characteristics of innovative talent policies in the three cities from the single policy tool dimension,talent management process dimension and "Content-Process " composite dimension respectively,and then compares the initial results of the implementation of innovative talent policies in the three cities to find out the rules,characteristics and defects of the current innovative talent policies.The fifth chapter is the research conclusions and policy Suggestions of this dissertation.To begin with,it summarizes the characteristics of innovative talent policies in Chengdu,Hangzhou and Dalian respectively,and then draws the conclusion that the application of innovative talent policy tools is not balanced and the process of innovative talent management has weak links from the X and Y dimensions.Finally,according to the above research results,policy Suggestions are put forward for second-tier cities represented by Dalian city from three dimensions,namely policy tools,policy coordination and policy layout,provide a more complete and scientific policy system for innovative talents,give better play to the role of innovative talents and boost economic development. |
